Digitalisation of road accident recording

A new digital service has been introduced in Ukraine, allowing the euro protocol to be completed directly in the Diia app. This solution aims to simplify the procedure for drivers, enabling them to resolve minor traffic accidents on the spot without involving the police or using paper forms.

The launch of this functionality was announced by Ivan Vyhovskyi, head of the National Police of Ukraine. He noted that the euro protocol is a simplified form of accident recording that significantly saves time and preserves the nerves of those involved in the road incident.

Conditions for using the service

The automated system for processing the electronic document will only work if strict requirements are met. The main conditions include:

  • no more than two vehicles are involved in the accident;
  • the drivers are sober;
  • both vehicles have valid insurance (civil liability insurance);
  • there are no fatalities or injured persons (if there are injured persons, only police officers handle the processing);
  • no damage has been caused to third-party property.

Technical details and action algorithm

After the application is submitted, the system automatically verifies the entered data. The completed electronic euro protocol is immediately transmitted to insurance companies.

The processing process looks like this:

  1. One of the drivers finds the “Driver” section in the Diia app and launches the service.
  2. The other party to the accident joins the process using a QR code or a link.
  3. Users select the circumstances of the accident, add photos of the damage and a diagram of the accident.
  4. The date, time and address of the incident are automatically recorded in the protocol.
  5. The document is signed using “Diia.Signature”.

Required documents and verification

To access this service, drivers must have a verified taxpayer identification number (RNOCP) and one of the documents confirming their identity: a digital ID card, a foreign passport or a residence permit. In addition, the app must have linked driving licences, vehicle registration certificates and a valid compulsory civil liability insurance policy.

Ivan Vyhovskyi added that this decision was another result of the Ministry of Internal Affairs' work on the digitalisation of services. “Together with the Ministry of Digital Transformation, the National Police and the Motor Insurers' Bureau of Ukraine, we have improved the mechanism to make it as convenient as possible for drivers,” the police chief wrote.

The authorities emphasise that the introduction of the new functionality is aimed at simplifying the procedures for settling insurance cases as much as possible.
