Ukraine has launched a pilot beta test of a new digital service that allows users to process social benefits through the state app Diia. This was announced by Ukrainian Prime Minister Serhiy Koretskyi. The service provides for online applications for two types of benefits: maternity and childbirth benefits for uninsured women, as well as childcare benefits for children under one year old.
The basic monthly amount for both types of benefits is 7,000 hryvnias. However, for families caring for an infant with a disability under the age of one, the payment has been increased to 10,500 hryvnias per month.
Maternity and childbirth benefits are intended for women who are not participants in the system of mandatory state social insurance. Payments are made for the duration of leave: typically 70 calendar days before childbirth and 56 days after. In cases of complicated childbirth or the birth of two or more children, the duration of payments may be extended.
The childcare benefit for children under one year old is also 7,000 hryvnias per month. Mothers or other legal representatives who actually care for the infant are entitled to receive it.
Once a user submits an application online, the Diia app automatically forwards it to the Unified Information System of the Social Sphere. This system collects the necessary data from state registers and drafts a decision. The final verification and approval of documents are carried out by an employee of the Pension Fund of Ukraine.
The service is currently in the beta testing phase, so a full launch for all users is planned only after the stability check of the service is completed. Until then, processing via Diia should not be considered fully available.
Meanwhile, citizens can continue to submit documents through traditional means: in person at Pension Fund service centres, through Administrative Services Centres (TsNAP), or through authorised representatives of territorial communities. The new digital tool is designed to simplify the process and reduce the number of documents that need to be collected independently.
