A group of entrepreneurs has been identified in the Kozelshchyna community of Poltava region who received over 350 direct contracts for road works. The total value of these deals exceeded UAH 32 million. According to local media data, all four individuals are registered at the same address, and some of them used shared contact details. Among them are Ovakhim and Jema Akopyan, Sirush Ogannasyan, and Tatevik Bagdasaryan.
The actions of Jema Akopyan draw particular attention. Just 15 days after registering as a sole proprietor, she signed three contracts for a total amount of nearly UAH 600,000. The documents, including acts of completed works, are dated 14 May 2024, and financing was carried out the very next day.
In August 2026, Ovakhim Akopyan received another 13 direct contracts for road repairs worth over UAH 1.1 million. The connections of these entrepreneurs are not limited to Kozelshchyna alone. For example, Ovakhim Akopyan rented out road machinery to Maryna Valkova from Kremenchuk, who also received multi-million orders funded by the budget.
The executive committee of the Kozelshchyna community has been the client for these procurements for several years. Since 2017, the community has been headed by Oleksandr Trotskyi, a representative of the “Batkivshchyna” party.
The circumstances surrounding the signing of these contracts and the links between contractors raise questions about the transparency of budget fund usage. However, it is noted that the presence of a shared address or contacts alone is not proof of a legal violation. The legal assessment of the deals must be conducted taking into account all existing circumstances.
