Law enforcement examine circumstances of construction deal signings

The Investigative Department of the Main Directorate of the National Police in Kyiv Oblast has initiated a review regarding the use of budgetary funds within the framework of a criminal case. The focus is on 25 construction contracts signed by the Department of Regional Development of the Kyiv Regional State Administration in April and May. The total value of these agreements is 1.89 billion hryvnias.

The main issue for the investigation is the potential overvaluation of construction materials and the circumstances of fulfilling obligations under the contracts.

Who are the contractors

According to the data, all contracts were distributed between two companies. Lyubomyra Kozhushko’s enterprise “Consulting-Bud” received 15 contracts. Another 10 agreements were signed with the company “Y.B.C.”, which belongs to Ihor Nesteryuk. The Department of Regional Development of the Kyiv Regional State Administration is headed by Oleh Kravchenko.

Link to the drone procurement case

Lyubomyra Kozhushko is a former official of the Apparat of the Verkhovna Rada. In addition, Kozhushko is already a suspect in another criminal case being handled by the National Anti-Corruption Bureau of Ukraine (NABU). This case concerns the procurement of unmanned aerial vehicles, with damages estimated by the investigation reaching 254 million hryvnias.

On 12 October, the High Anti-Corruption Court ruled to increase Kozhushko’s bail to 6.5 million hryvnias. This decision was made because the suspect violated the procedural obligations imposed on her.

Metal suppliers and potential financial misconduct

According to the publication, metal for the contractors was supplied by Ihor Tkachenko’s company “Stal Plus” and Olena Malynivska’s “TD Trizub”. The charter capital of both enterprises is 1,000 hryvnias.

According to available information, these suppliers may be linked to one individual whose name is not disclosed. Investigators are examining the version of potential price inflation amounting to 20.8 million hryvnias.
