Sibiha: Zelensky ready to meet Putin, but not in Moscow or Belarus

Kyiv opens up to the most difficult topics

Ukrainian President Volodymyr Zelensky is ready to discuss the most difficult and sensitive issues with Russian dictator Volodymyr Putin, including those concerning territorial concessions. This was stated by Foreign Minister Andrii Sibiha in an interview with the Finnish publication Helsingin Sanomat.

According to the minister, a personal meeting between the leaders of the two states could "give negotiations a new quality".

Negotiation geography: what is unacceptable for Kyiv

Sibiha commented on Moscow's demand, which insists that Zelensky should come to the Russian capital for negotiations. The minister urged not to take these statements seriously.

In response to a question about a possible meeting location, he emphasised:

«Нам байдуже. Головне, щоб це не була Москва чи Білорусь» (It does not matter to us. The main thing is that it is not Moscow or Belarus).

Expected outcomes and Europe's position

Among the possible consequences of such a meeting, Sibiha mentioned the exchange of prisoners and the return of abducted children.

The minister also positively assessed the phone call between Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre with Putin, which took place on 27 October. According to him, this was a joint decision coordinated with Ukraine. The main messages were the demand for a ceasefire and the proposal to hold a meeting of the presidents.

An important outcome of the conversation was the confirmation that trilateral negotiations involving Ukraine, the US, and Russia will continue in Abu Dhabi in November.

«Ця зустріч покаже, чи має Росія серйозні наміри завершити війну дипломатичним шляхом», — наголосив Сибіга, додавши, що наразі ознак такої готовності немає. (This meeting will show whether Russia has serious intentions to end the war through diplomatic means, Sibiha emphasised, adding that there are currently no signs of such readiness).

The Foreign Minister stressed that without US participation, it is unrealistic to end the war and obtain real security guarantees. Strengthening Europe's role should complement American efforts.

He advocated for defining a new role for Europe in peace efforts: «Нам потрібен єдиний, узгоджений голос» (We need a single, coordinated voice).
