Energy supply growth amid diplomatic conflict

South Korea is increasing fuel supplies to Russia. At the same time, Seoul is demonstrating a different vector in its relations with Kyiv by reducing its diplomatic presence in Ukraine. Changes in South Korea's policy are causing concern among European allies, who fear the resumption of economic cooperation with Moscow after the end of the war.

Export data and the use of sanctioned tankers

According to the Financial Times, South Korea exported over 176,000 tonnes of fuel to Russia in July and August. The vast majority of these shipments consisted of diesel fuel. It was found that some of these supplies were carried by tankers already subject to international sanctions.

Seoul's diplomatic retreat

Against the backdrop of growing trade flows to Russia, Seoul decided to recall its ambassador from Ukraine and reduce the number of diplomatic staff in the country. These steps were a consequence of a dispute related to the disclosure of information about North Korean prisoners of war.

Partners' reaction and Seoul's official position

European diplomats express concern that South Korea seeks to restore business ties with Moscow after the end of the war. In Ukraine, it is emphasised that the fuel received allowed Russia to compensate for the deficit that arose after strikes on oil refineries.

However, official Seoul denies direct fuel exports to Russia.
