On 16 October 2026, the Chernivtsi City Council adopted a resolution in which it officially appealed to the Acting Prosecutor General of Ukraine, Anton Kovalskyi. The deputies demand the immediate dismissal of Artem Yasy, the head of the Chernivtsi Regional Prosecutor's Office, and the initiation of an audit of the department's activities.
According to the elected officials, the prosecutor's office has become an instrument of systematic pressure on entrepreneurs. The appeal mentions the use of anonymous complaints, fictitious complainants, and threats to seize business assets.
Against the backdrop of these allegations, media are drawing attention to Artem Yasy's lifestyle, which, in the view of observers, does not correspond to the size of his official salary. According to his 2025 declaration, the family of the head prosecutor of Bukovyna uses a 200-square-metre residential house and a land plot in Bilohorodtsi in Bucha district free of charge. These objects are registered in the name of the prosecutor's father-in-law, Andrii Tkachenko, and their estimated value is from 5.7 million UAH.
In Kyiv, the family lives in a 100.2-square-metre apartment belonging to the prosecutor's mother-in-law. In 2025, the prosecutor's wife, Hanna Yasy, who works at the State Bureau of Investigation, purchased two apartments in Sofiivska Borshchahivka, as well as a BMW X4 xDrive20i crossover worth 2.35 million UAH. The couple also holds over 10,000 (7,000 and 24,000 euros) in cash.
Similar questions arise regarding Vasyl Pavliukh, the deputy head of the Chernivtsi Regional Prosecutor's Office. According to an investigation by the publication "Fraza", Pavliukh is linked to an elite townhouse near Chernivtsi, the value of which exceeds 8 million UAH. Formally, the object is registered in the name of entrepreneur Illia Smirnov, but the prosecutor is considered the actual user.
A similar situation is observed with a Tesla Model Y car, which is also registered in the name of another person. In addition, questions are raised about possible informal agreements between Vasyl Pavliukh and Chernivtsi Mayor Roman Klichuk. This concerns prosecutorial "cover" for dubious city procurement and repairs.
While regional law enforcement agencies report "stunning successes" and the recovery of over 95 million UAH to the state budget, corruption scandals are unfolding in the region. Media claim that the leadership of the Chernivtsi Regional Prosecutor's Office is trying to build a crisis PR campaign to counter public distrust and allegations of a lavish lifestyle.
Deputies' appeals and media investigations demand an immediate reaction from the central apparatus. However, Acting Prosecutor General Anton Kovalskyi is refraining from personnel decisions regarding Yasy and Pavliukh. Questions arise in society as to whether the leadership of the Office of the Prosecutor General is ready to ignore the reputational risks of subordinates who have a dubious trail in Chernivtsi region. The public expects appropriate decisions so that corruption scandals do not undermine the authority of the entire law enforcement system.
