The investigation concerns violations identified during repair works on the educational institution's premises. According to the audit results, the total amount of damage caused to the state in two separate episodes exceeded 15.9 million hryvnias.
The first episode dates back to 2020. At that time, one of the university's heads, according to the investigation, organised a mechanism for appropriating budget funds during the building's facade renovation. At his direct instruction, inflated indicators of the volume and cost of works were entered into the acts of completed works. The organiser himself ensured the approval of these documents and their payment.
The contracting organisation, which won the tender procedure, did not have the necessary permits to carry out the relevant works. Acting on the suspect's instructions, the company's representatives transferred the received funds to the accounts of controlled individual entrepreneurs for further withdrawal in cash. Expertise established that the losses from these actions amounted to over 13.7 million hryvnias. The organiser's actions were qualified under Part 3 of Article 27 and Part 5 of Article 191 of the Criminal Code of Ukraine.
The second episode of the case is related to roof repair. In 2021, the university signed a contract with the same contractor for the amount of 10.9 million hryvnias. However, as the investigation revealed, the complete replacement of the roof had already been carried out in 2014–2015.
During the execution of the works, proper technical supervision was not carried out. Acts of completed works were approved and paid without proper verification of the actual state. As a result, according to the investigation data, the cost of the repair was artificially inflated by more than 2.2 million hryvnias. It was for this episode that Rector Yuriy Kuchyn was notified of suspicion.
Procedural actions regarding other participants in the scheme have already been completed. Indictments drawn up against the director of the contracting company, the technical supervision engineer, and the head of one of the university's departments have been referred to court for consideration on the merits.
