Pokrovska hromada allocates UAH 8.4 million for drone protection installation

Agreement on infrastructure protection

The Pokrovska village council of Dnipropetrovsk Oblast initiated a project to install anti-drone protective structures over the roadway of Halaidy Street in the village of Pokrovske. The relevant information was published in the public procurement system Prozorro.

The contractor for the works was selected as the private enterprise "Santa-Price". The contract was signed on 30 October 2026. The community used a negotiation procedure, which allows engaging a contractor outside of an open competition, as the community's territory is in an area of active hostilities.

Financial terms and scope of works

The total cost of services is UAH 8,424,043. The contractor's main task is to suspend 39,000 square metres of nets. The works must be completed by 20 December of the current year.

Cost structure in the contract

The allocation of funds in the contract provides for the following items (including VAT):

• Wages: UAH 4,315,423, which accounts for more than half of the total cost.
• General production costs: UAH 2,206,392.
• Materials: UAH 1,221,174.
• Operation of machines and mechanisms: UAH 441,185.
• Contractor's profit: approximately UAH 160,000.

Details regarding materials

The anti-drone nets and pipes for their mounting will be purchased not by the contractor, but by the Pokrovska village council. Among the materials purchased by the contractor, the largest share is occupied by concrete mix. The cost of this item is UAH 393,404. The volume of use is 50 cubic metres, with the price per cubic metre set at UAH 7,713.82. The contract also separately specifies "warehouse" costs for this material.

Additionally, the purchase of 1,200 turnbuckles with a diameter of 12 mm is provided for. The costs for them amount to UAH 275,846.40, which includes delivery and warehouse operations. The price of one turnbuckle without additional costs is UAH 225.30. A turnbuckle (tensioning sleeve) is a metal element used to create, adjust, and maintain the tension of cables, ropes, chains, or guy wires.

Information about the contractor and its connections

The owner and director of the Nikopol private enterprise "Santa-Price" (code 45604137) is Yevheniy Yuriovych Ruban. According to data from the analytical system Youcontrol, the enterprise was registered in May 2024, and the main type of activity is listed as the production of wooden packaging.

Yevheniy Ruban is a business partner of Serhiy Vitaliyovych Tikhenko. They are co-owners of the Nikopol private enterprise "Production and Commercial Firm "Koro" (code 32793551), where Ruban's share is 30%, and Tikhenko's share is 70%.

Serhiy Tikhenko has political experience: in 2010, he was elected a deputy of the Nikopol city council from the Party of Regions. In 2015, he became a deputy from the "Citizens' Power" party, and in 2017, he resigned his mandate, moving to the position of deputy mayor of Nikopol. He held this position until 2020.
