Ombudsman reports teacher's return home

Ukrainian Ombudsman Dmytro Lubinets informed that Volodymyr Kyrdiy, a teacher from Poltava region, has been discharged from military service. The man, who was previously illegally mobilised by staff of the Kremenchuk District Territorial Centre for Recruitment and Social Support, has returned to civilian life after nearly a year of fighting for his rights. During this period, his case reached the courts, as well as the Verkhovna Rada and the Ombudsman.

According to the Ombudsman, on 23 October 2026, Volodymyr Kyrdiy personally confirmed the fact of his discharge during a meeting with Ombudsman representative Vladyslav Nosenko in Poltava region. The man has already completed the military registration procedure at his place of residence.

Circumstances of forced conscription

The public learned about this case after details of the teacher's conscription became known. As previously noted, Volodymyr Kyrdiy worked in the education sector and had a legal right to a deferment from mobilisation. However, while checking his documents, he was stopped by a notification group from the Kremenchuk District Territorial Centre for Recruitment and Social Support.

After being stopped, the teacher was taken to a collection point. The main problem was that information about his deferment had not been entered into the electronic system "Oberyh". Despite having legal grounds for a deferment, the man was mobilised.

It is worth noting that the notification group from Kremenchuk was operating in Poltava, which is located more than 100 kilometres from their base city.
