Changes to payment schedule for military personnel
The Russian Ministry of Defence is preparing a historic change to the salary payment schedule for military personnel. For the first time in history, December salaries will be postponed to January of the following year. This decision is driven by deepening budgetary problems in the state, Bloomberg reports.
According to a draft order from the defence department, starting from 2026, December payments will be made between 11 and 21 January of the following year. Previously, Russian military personnel received their December salaries by the end of the current year. A similar practice of payments after the end of the month existed during the Soviet Union era.
Exceptions for frontline troops
The new measure does not apply to military personnel directly participating in combat operations against Ukraine. This category of personnel will retain the previous schedule: their December payments will arrive by the 25th, as before.
Financial motives for the postponement
Postponing the payment date will allow the Russian government to partially redistribute cash flows and shift part of the budgetary expenses to the next financial period. This decision is particularly relevant at the end of the year, when the largest share of state spending traditionally occurs.
State budget indicators
Forecasts indicate that Russia's state spending this year will exceed the initial plan by approximately 10%, reaching 48.5 trillion rubles ($602 billion). The federal budget deficit is expected to grow to 7.3 trillion rubles, accounting for 3.2% of GDP. In September, this figure stood at approximately 5.186 trillion rubles, or 2.2% of GDP for January–September 2026. This is 37% higher than what the Kremlin planned for the entire year.
Outlook for military spending
According to estimates by Russian officials, military spending will decrease only at a slight pace. In 2028, it is expected to amount to 16.6 trillion rubles, and in 2029 – 16.3 trillion rubles. For comparison, a record figure of 17.1 trillion rubles is expected next year.
According to the explanatory note to the budget draft, over the next three years, payments to personnel will account for 9% to 10.4% of total national defence spending.
