Activation of broadcast protection mechanisms

Volodymyr Zelensky has put into effect a decision by the National Security and Defence Council aimed at neutralising threats that hinder the stable functioning of national broadcasting during the period of martial law. The corresponding presidential decree No. 1080/2026 was signed on 2 November. The document is based on an NSDC decision adopted on 9 September 2026.

Tasks for state services

According to the text of the decree, the Administration of the State Service of Special Communications and Information Protection and the Radio Broadcasting, Radio Communications and Television Concern are tasked with ensuring the restoration of damaged and destroyed broadcasting infrastructure.

In addition, the need to form an adequate reserve of technical equipment is envisaged. A key component is guaranteeing the uninterrupted transmission of television channels on the MUX-7 digital multi-channel electronic communication network.

Funding and oversight

The Cabinet of Ministers of Ukraine is to provide funding for these measures. Overall oversight of the implementation of the adopted NSDC decision is carried out by the Secretary of the National Security and Defence Council.
