In Kamianske district of Dnipropetrovsk region, the mayor of Vilnohirsk has been notified of suspicion of compiling knowingly false documents and embezzling budget funds. This was reported by the press service of the Dnipropetrovsk Regional Prosecutor's Office.
According to the investigation, in 2020, the city council concluded contracts with an individual entrepreneur for current repairs of the road surface. It was established that the contractor did not actually perform any work. Despite this, the mayor signed acceptance certificates for completed work and approved payment for these agreements.
As a result of these actions, over UAH 1.2m in budget funds were unjustly transferred to the entrepreneur, which has been qualified as damage to the community. Currently, the investigation is deciding on the selection of a preventive measure for the suspect. The pre-trial investigation and operational support are being carried out by investigators of Police Department No. 3 of the Kamianske District Police Directorate of the Main Directorate of the National Police in Dnipropetrovsk region.
The case concerns eight contracts for the renewal of specific road sections, which the Dmytrivka village council concluded on 27 October 2020 with individual entrepreneur Larysa Viktorivna Drozd. The total amount of the agreements was UAH 1,271,517. The breakdown of funds by object was as follows:
Criminal proceedings No. 42021041220000001 were initiated on 28 August 2021 on the grounds of appropriation of property by abuse of office (Part 5 of Article 191 of the Criminal Code of Ukraine), forgery of documents (Part 4 of Article 358 of the Criminal Code of Ukraine) and official forgery (Part 1 of Article 366 of the Criminal Code of Ukraine). The entrepreneur Larysa Drozd was notified of suspicion earlier – on 9 June 2021.
Subsequently, materials regarding the mayor's actions were separated into a separate case No. 12021041430000224. It was initiated on the grounds of official forgery (Part 1 of Article 366 of the Criminal Code of Ukraine). At the same time, as noted by the regional prosecutor's office, the mayor was also notified of possible appropriation of property by abuse of office (Part 5 of Article 191 of the Criminal Code of Ukraine).
The contracts were signed two days after the first elections to the newly established Vilnohirsk united territorial community, which took place on 25 October 2020. Before the formation of the community, the Dmytrivka village council was part of Verkhnedniprovskyi district. Volodymyr Pavlovych Vasylenko became the head of the new community, having held the position of mayor of Vilnohirsk since 2015. It was he who personally signed the aforementioned contracts on 27 October 2020.
The investigation believes that Larysa Drozd, lacking the necessary equipment and materials, stamped a knowingly forged Acceptance Certificate No. 1 for completed work (form KB-2v) for October 2020. The mayor signed these certificates and issued instructions for the preparation of payment documents, as a result of which UAH 1,271,461 was transferred from the treasury account to the entrepreneur's account.
As stated in one of the court rulings, according to the conclusions of the judicial construction and technical expertise conducted for each object, the actual cost of the work carried out under contracts No. 53, 54, 55, 56, 57, 58, 59, 60, concluded between the Dmytrivka village council and Larysa Drozd, is UAH 0. The total difference between the cost of work indicated in the KB-2V form certificates and the actual cost is UAH 1,271,461.43.
