The Kyiv Regional Military Administration (RMA) adopted a decision to issue a licence for the conduct of business activity in centralised wastewater services within the region. The recipient of the permit is the private enterprise "Spets". This fact became known from Kyiv RMA Order No. 2147 dated 19 October 2026, signed by Timur Tkachenko.
The peculiarity of the situation is that the main profile of PP "Spets" is the construction of roads and highways, not utility services. According to data from the YouControl analytical system, the enterprise was registered in 2004 in Brovary, and in 2023 it officially changed its address to a Kyiv one. The company's statutory capital is only 1,000 hryvnias. The current owner and manager of the firm is listed as Pavlo Semenov.
To obtain the right to conduct business, the enterprise is obliged to pay a one-time fee of 10% of the subsistence minimum for able-bodied persons, which equals 332 hryvnias. The decision takes effect after the corresponding entry is made in the licence register and the information is published on the official website of the Kyiv RMA.
The text of the order lacks specific data on the locations of business activity and the volumes of centralised wastewater services the company plans to provide.
Six other companies are registered at the legal address of PP "Spets". Among them are LLC "GZ Group", LLC "Independent Expert Platform", and LLC "Fox-Wood". These three entities are united by a common ultimate beneficiary — Yevhen Shcherbakov.
Also located at this address are LLC "Brucht Limited" and the charitable foundation "Mika House", managed by Siyavush Kovalskyi. The latter is simultaneously the manager of LLC "Lotsoft", which is part of the Lozhenko family business group. A key asset of this group is the state lottery operator LLC "M.S.L", known for the "Loto Zabava" project.
The sixth firm sharing the office with PP "Spets" is JSC "Arma Company". Its activity is focused on the leasing and operation of real estate. The key shareholding package of this company belongs to LLC "Premium X". In the past, this entity was a co-owner of LLC "Fox Trot" (which has now ceased operations), linked to the well-known chain of electronics and household appliances stores.
