Signing of the contract for construction completion

On 29 September, the Kyiv City State Administration, through its municipal enterprise "Directorate for the Construction of Road and Transport Structures of the City of Kyiv", signed a contract for the completion of the Great Ring Road. The winner of the tender was LLC "KP Shlyahbud Invest", which will receive UAH 319.46 million for the execution of works, including the construction of a transport interchange. This is evidenced by data from the "Prozorro" public procurement system.

Project history and previous expenditures

Construction of the section of the Great Ring Road from Marshal Rokossovsky Avenue to Bohatyrska Street began back in 2016. At that time, the contract was managed by LLC "Eko-Bud-Trade", which won the tender for UAH 325.91 million. Subsequently, the contract value increased to UAH 718.73 million, and in 2020 the customer added another UAH 354.19 million for additional works. In 2021, the contract term was extended due to a lack of funds, and in 2022 and 2023 — due to damage to the facility during hostilities, which required adjustment of the design documentation. The previous contract was closed in December 2024 with full payment.

Tasks for the new contractor

The current tender was the first for construction works on the Ring Road since the start of Russia's full-scale invasion. The new contractor is obliged to complete the works on the first launch complex by 30 April 2027. The list of works includes the completion of an underground pedestrian crossing, an overpass over the railway and over Bohatyrska Street, the replacement of 10 kV cables, the execution of road works, landscaping, and traffic organisation.

Financing and payment terms

The project is financed from the local budget of Kyiv. UAH 29.75 million is allocated for the current year, with the remaining funds to be allocated next year. The contract provides for the possibility of advance payment at the decision of the main manager of budget funds. Payment for completed works will be made subject to the availability of financing, with a payment deferral of up to four months. If financing is absent, the general contractor has the right to perform works within the limits of its own material and financial resources. It is specifically noted that settlements may occur with a payment deferral of six months after the cessation or cancellation of martial law in Ukraine. The contract price is dynamic, meaning there is a possibility of paying for materials at prices lower than the estimated ones, but it does not include funds to cover risks and inflation.

Analysis of material costs

The largest share in the estimate is occupied by galvanized metal barrier road fencing of type 11DO-280-0.8-2-1.5, the cost of which is set at UAH 96,000 per tonne (prices including VAT). Meanwhile, the August monitoring by the state enterprise "NIRI" recorded that the average price of such fencing in the Kyiv region is UAH 153,000/t, which is the highest indicator among all regions, while the average price in Ukraine is UAH 121,149/t. The company "Garant Group LTD" offers similar fencing at a price from UAH 83,500/t.

Dense fine-grained asphalt concrete of type A1 grade 1 was included in the estimate at UAH 6,600/t, while a smaller volume of the same material was priced at UAH 876/t. According to monitoring, the average price of dense fine-grained asphalt concrete grade 1 on BND bitumen in the Kyiv region is UAH 7,906/t.

Gravel-sand mixtures C-5 and C-7 were included at the same price of UAH 1,724 per cubic metre. The average monitoring prices in the region in August were UAH 896/cubic metre and UAH 875/cubic metre respectively, which is twice as cheap.

Italian protective acrylic paint Elastocolor Paint RAL 7035 is valued at UAH 691/kg. In open sources, pool paint Mapei Elastocolor is sold retail at a price from UAH 715 to UAH 745/kg.

River sand is accounted for at UAH 1,190/cubic metre, while the August monitoring average price of natural ordinary sand in the Kyiv region is UAH 535/cubic metre, which is twice as cheap.

Crushed stone of grade M1000 or higher, fraction 40-70 mm, is included at UAH 1,709/cubic metre. The average monitoring price for crushed stone of this fraction in August was UAH 768/cubic metre, which is also twice lower than the estimated price.

Lack of competition and requirements for participants

The firm received the contract without competition, as no other participant registered for the open tender. To participate in the tender, it was necessary to provide a similar contract for construction works (road, earthworks, landscaping, greening, cladding, finishing or underground pedestrian crossing, installation of engineering networks) within populated areas over the last five years. LLC "KP Shlyahbud Invest" provided a contract for 2025, executed to one-third, with the funeral service SKP "Specialized Complex PKPO" of the Kyiv City State Administration for the major repair of landscaping facilities in the honourable burial plots of the Lysovaya Cemetery for UAH 298.53 million. The police are investigating this contract.

The customer also required confirmation of the availability of equipment, material and technical base, and technologies. Most of the equipment listed in the certificate is engaged by the firm under a service agreement with Odesa-based LLC "Escador 2022" of Oleksandr Moiseev, while the warehouse and production base are rented from Kyiv-based LLC VKP "Komunshlyahbud" of Artem Monastyrenko and Pavlo Boyko.

Among the mandatory requirements for personnel are the presence of a certified surveyor with a higher education, a design engineer for engineering and construction design in the part of cost documentation, and at least three certified work performers with higher education.

The tender offer security in the form of a bank guarantee amounted to UAH 1.30 million, and the contract performance security in the form of a pledge was 1% of its price. Additionally, the customer required the transfer of a guarantee payment to ensure proper sanitary condition at the construction site in the amount of 0.5% of the contract price.

Management and owners

Since 2024, the "Directorate for the Construction of Road and Transport Structures of the City of Kyiv" has been headed by Roman Lisnevsky, who previously held the position of first deputy director of this enterprise.

The capital's "KP Shlyahbud Invest" belongs to Serhiy Lymanenko from the Cherkasy region. He also owns LLC "SBK of Ukraine" and LLC "MS Engineering" (jointly with Serhiy Melnyk), and is a co-founder of the NGO "Armclub Bars". Among the founders of the latter is also Pavlo Yevstratenko, former chief specialist of KK "Kyivavtodor". In the past, Lymanenko owned LLC "KP Shlyahbud", which currently belongs to Roman Antonyuk from the Volyn region.

Previous projects and investigations

In 2023, "KP Shlyahbud Invest" won a contract from the same customer for the construction of a road from Valeriy Lobanovskyi Avenue to "Kyiv" airport for UAH 135.94 million. The police are investigating a case of possible embezzlement of funds in this construction due to the overvaluation of the cost of materials and works. In 2024, the next contract for that road was won by the consortium "Mostador Group" for UAH 1.47 billion. At that time, "KP Shlyahbud Invest" was part of the consortium, but in 2025 it withdrew from it.

Since 2021, "KP Shlyahbud Invest" has received contracts for a total amount of UAH 1.06 billion; the current contract is the largest among them.
