On 22 October 2026, municipal enterprise Kyivpastrans signed a contract for the supply of 14 above-ground primary (mobile) shelters with a total value of UAH 53.76m. The order was awarded to Kharkiv-based company Cityrail Technologies without real competition, as no other participants appeared at the open tender.

Contract terms and structure specifications

According to data from the Prozorro system, by 31 March 2027, the manufacturer is obliged to supply, install on prepared plots, and waterproof 14 shelters of the "Zakhyst-50" model. The price per unit was UAH 3.84m (approximately $85,285).

Each structure is designed to accommodate 50 people, including 47 seating places and three specialised places for people with disabilities in wheelchairs. The shelter is equipped with two blast-resistant entrances, lighting, two fire extinguishers, supply and exhaust ventilation with electric drive, the ability to connect to power grids, a non-slip floor, and two light indicators.

The structure has a certified protection class. It withstands a calculated load from an air blast wave of at least 100 kPa and provides protection from debris in accordance with testing methods established by DSTU 9329:2025.

Comparison with other market prices

An analysis of other procurements shows that the price of the Kyiv order is higher compared to similar contracts in other regions. In September 2026, Kharkiv City Council ordered the same "Zakhyst-50" shelters with installation from the same manufacturer for UAH 3.08m (approximately $69,195) per unit. This price is 19% lower than the Kyiv price, which is explained by logistics, as the manufacturer is based in Kharkiv, while the delivery was made to Kyiv.

For comparison, in September, Ukrtransgaz ordered shelters of another model, "Fortetsya 3.5 3XL", for 50 people for UAH 3.85–4.03m ($86,178–90,248). They were installed in Kharkiv, Dnipropetrovsk, Lviv, and Frankivsk regions.

In August and September, Dergachi City Council purchased 50-person shelters with installation from another Kharkiv manufacturer for UAH 2.50m ($55,676–56,029). Meanwhile, Sumy City Council ordered the "Fort Maks"-50 model for UAH 4.23m (approximately $94,871).

Technical requirements and qualification criteria

The warranty period for the equipment is two years, and the size of the contract performance security is 0.5% of the contract price.

To participate in the tender, participants had to provide a certificate of the availability of equipment and material and technical base, as well as a package of documents, including:

  • a sample passport, instruction, or manual with characteristics and protective properties of the product;
  • a certificate or quality protocol for concrete (strength, water impermeability, frost resistance);
  • schemes and drawings with physical parameters and graphic designation of reinforcement;
  • a sample declaration of conformity in accordance with Cabinet of Ministers Resolution No. 535 of 26 May 2023 "On Approval of the Technical Regulation of Civil Protection Means";
  • a certificate of conformity to DSTU 9329:2025 "Primary (Mobile) Shelters. Basic Parameters and Testing Methods" together with protocols of certification and field tests;
  • a certificate of conformity for doors.

The field test protocol had to confirm the stability of the structure to excess pressure of a blast wave of at least 100 kPa and the absence of secondary fragmentation (spalling of concrete on the inner surface) in accordance with the appendices of DSTU 9329:2025.

History of the winning company
