Review of decision on judicial ethics

On 31 October 2025, the Public Integrity Council (PIC) approved an updated version of the opinion regarding Oleksandr Vanadiiovych Vilchynskyi, a judge of the Vinnytsia District Administrative Court. This procedure constituted a review of the previous decision made on 23 April 2019. As a result of the analysis, the Council again concluded that the judge does not meet the integrity criteria. Specifically, violations were recorded regarding honesty, the legality of the origin of assets, the correspondence of the standard of living to declared income, as well as independence, ethical conduct, and incorruptibility.

Discrepancies in family financial indicators

The main part of the opinion concerns financial integrity. According to PIC calculations, in 2019 the judge's family's net income after tax payments was approximately UAH 1.825 million. This amount consisted of the judge's salary (around UAH 557,000), his wife's income from business activities (approximately UAH 1.366 million), and funds from rent.

Meanwhile, the declaration showed savings of UAH 1.12 million belonging to the wife, whereas no such accumulations were recorded in the previous year. The wife also purchased two land plots in the village of Kozyn for a total of UAH 588,700. After deducting these expenses, approximately UAH 116,000 per year remained for family maintenance. This figure is lower than the average statistical expenses for a three-person family in Vinnytsia Oblast, according to statistics for the period in question.

Suspicious real estate operations

The Council drew attention to the judge's purchase in 2021 of a 968 m² land plot in the village of Bohonyky in Vinnytsia Oblast. The value of the object was UAH 52,500, which corresponds to approximately UAH 5,500 per sotka. In contrast, market prices in that area, according to listings at the time, ranged from UAH 15,000 to over UAH 23,000 per sotka. In 2024, this plot was alienated by way of a gift.

A separate issue was the gift to his wife in 2018 of a 0.28 ha land plot in the urban-type settlement of Lytyn. On this territory, according to PIC data, a roadside service complex of 1,935 m² appeared. It is likely a hotel establishment which, judging by reviews, had been operating since at least 2017. The circumstances of acquiring ownership rights and possible income from the operation of this object were not fully disclosed in the declarations.

Housing in Kyiv and transport

In 2018, the judge's wife purchased a 78.8 m² apartment in Kyiv for UAH 1.487 million, as well as two parking spaces. According to PIC estimates, the market value of similar housing in the same building and area was approximately twice as high. The total declared value of these objects exceeded the known income and savings of the wife for the year.

The opinion also noted a possible overvaluation of the sale price of a Toyota Highlander (2014 model). In 2020, the vehicle was alienated for UAH 1.1 million (approximately USD 39,000), whereas market prices for similar cars were lower.

Non-declaration of right to use housing

An additional violation identified by the PIC was the non-declaration of the right to use housing in certain years. Specifically, this refers to the judge's mother's house in Bohonyky in 2018 and the wife's apartment in earlier periods.
