The leadership of the Kyiv Customs has come under public scrutiny due to an investigation into the financial status of the head of the institution, Serhiy Siliuk. The focus is on the transparency of ownership of real estate, vehicles and land, which may contradict declared incomes.

Discrepancies in the value of housing in the capital

According to the materials of the check conducted by MEZHA as part of the re-attestation of customs employees, Serhiy Siliuk declared an apartment of 48.7 sq m in the "Parkove misto" residential complex. The value of this property in the declaration is stated at UAH 1.2 million. However, according to data from the LUN platform, at the time of acquiring property rights, similar housing cost at least UAH 2 million.

An additional object of attention became an apartment of 76.6 sq m registered in the name of Lyudmyla Romanyuk, the sister of the customs officer's wife. The estimated market value of this housing at the time of purchase exceeded UAH 4 million. The investigators could not find confirmation of sufficient sources of income for such an investment by the relative. It is known that since 2025, Serhiy Siliuk has been renting this apartment, where his wife and children live.

Cars registered to close relatives

The investigation recorded the use by the official's wife of Mazda CX-5 and Volvo XC90 vehicles, which are registered to her sister. She also drove a 2023 Audi A6, which was previously listed for sale at a price of USD 62,100. This vehicle is absent from Serhiy Siliuk's declarations.

In June 2026, an electric car ZEEKR 001 worth from USD 53,000 was registered to the customs officer's wife. The authors of the check assume that this car may have been purchased on credit.

Wife's business and land assets

Iryna Siliuk works as an individual entrepreneur, owns a massage studio and the agro-company Vita Beri LLC. The company's charter capital is UAH 10,000. During 2024–2025, the enterprise purchased about 17 hectares of land in Volyn with an estimated value of UAH 887,000. The declared net profit of the LLC for this period was UAH 873,600.

Financial operations and commercial real estate

Questions are also raised by the family's financial transactions. In 2023, Serhiy Siliuk's wife received an interest-free loan of UAH 1.3 million from an individual whose financial capacity was not confirmed. The customs officer himself declared a gift from his father worth UAH 600,000 in 2022, and subsequently an inheritance of over UAH 2.2 million.

In addition, the official's wife purchased commercial premises of 70.5 sq m in the village of Chabany. Its value in the declaration is stated as UAH 536,000, while the market estimate reaches UAH 1.28 million.

MEZHA reported that the collected materials have already been handed over for verification to the Head of the State Customs Service of Ukraine, Orest Mandzia.
