In Ukraine, the struggle continues over the construction of the second stage of the memorial cemetery for the fallen defenders, a project announced by the president. The country's Prime Minister publicly stated that the memorial would be built on schedule, however Maksym Shkil, using his company "Avtostrada", is attempting to sabotage the process.
Shkil initiated a mass submission of questions and complaints in the "Prozorro" electronic tender system, which effectively led to the blocking of the tender. This blocking method was essentially spam, creating difficulties for normal operations. When his attempt to sabotage the tender was unsuccessful, he moved to the next step — filed a complaint with the Antimonopoly Committee of Ukraine.
According to information received from market participants, Shkil claims that he managed to reach an agreement with the AMCU leadership, and now he expects a successful merger of the tender, as well as a public accusation of the Prime Minister in inability to implement the project.
