The Cabinet of Ministers of Ukraine has supported an initiative to use unmanned aerial vehicles for the transport of critically important medical cargo. The main objective of this experimental project is to optimise transplant logistics and save critical time.
The project will be implemented through the joint efforts of the Ministry of Health and the Ministry of Digital Transformation. The government officially announced the approval of the initiative. The use of drones will significantly accelerate the delivery of materials between medical facilities.
The Heart Institute of the Ministry of Health of Ukraine has been selected as the starting point for testing the technology. This medical facility is already equipped with three specialised unmanned aerial vehicles. The equipment is capable of covering distances of up to 700 kilometres, performing vertical and horizontal flight, and landing on special pads located near hospitals.
Such devices are planned to be used to transport:
Each drone flight must be coordinated with the relevant authorities of the civil-military air traffic organisation system. Special rules are provided for in the event of an air raid alert, as well as the possibility of landing at a reserve site.
Currently, donor organs are mostly transported by ground vehicles. Due to significant distances, poor road conditions, and the security situation in the country, the delivery process can take several hours. Since time is of the essence for a successful transplant, the new delivery method is crucial.
For example, the viability of a heart outside the body is approximately four hours. Organs for patients of the Heart Institute are delivered from many regions, including Lviv, Odesa, Kharkiv, and Zaporizhzhia.
According to data from the Ministry of Health, 473 organ transplants were performed in Ukraine across 21 medical facilities in the first nine months of 2026. Among the patients who received transplants were 44 children.
