ENT doctor enriched on military medical board Ruslan Slynychuk

Ruslan Slynychuk, an otolaryngologist from Poltava and an external member of the military medical board (MMB) at the city's Territorial Recruitment Centre (TRC), has come under the spotlight of the National Anti-Corruption Bureau of Ukraine (NABU). The results of the audit of his 2023 declaration revealed a discrepancy of 7.8 million hryvnia.

Financial anomalies

According to the declaration, Slynychuk holds cash assets of 767,000 hryvnia, 87,000 US dollars and 61,000 euros, which amounts to 6.66 million hryvnia in equivalent terms at the end of 2023. His wife, Yelena, the founder of "RO 'Euromed'", added 351,000 hryvnia, 44,700 US dollars and 27,000 euros — a further 3.19 million hryvnia. However, the total family income over 25 years amounted to only 4.23 million hryvnia for Ruslan and 865,000 hryvnia for his wife.

Opaque deals and "cheap" cars

NABU also found that in July 2023, Slynychuk borrowed 1.9 million hryvnia (equivalent to 52,000 US dollars), claiming that these were savings. However, the source of the funds remains unclear.

Suspicion was also raised by the purchased vehicles: a Toyota Camry (2012), a Volkswagen Passat (2015) and an Audi A6 (2014), bought for 613,000 hryvnia. The doctor claims he acquired them at an auction in a damaged condition, but the market value of such cars in working order is approximately 2.7 million hryvnia.

Construction without documentation

Another issue is the construction of a 179 sq m house in Poltava, which began in 2008. Slynychuk explains that he purchased building materials at markets and paid in cash. However, documents confirming these expenses are absent.

Legal consequences

NABU has accused Slynychuk of submitting false information, which falls under Part 2 of Article 366-2 of the Criminal Code of Ukraine.
