Oleynik's declaration: millions, investments and hidden income

The financial assets of Yuriy Oleynik, Deputy Governor of the National Bank of Ukraine (NBU), have raised questions. His 2023 declaration shows that his official income does not match his savings and investments.

Discrepancies in income

According to the official declaration:

  • Oleynik declared UAH 11.7 million in income.
  • His wife, Olha Oleynik, earned another UAH 7.9 million.
  • However, the family's total savings exceed UAH 20 million.

The question arises: where did the additional funds come from?

Million-scale investments in securities

In 2023, the NBU Deputy Governor purchased 2,170 bonds worth UAH 356,815, and in 2024 invested another UAH 8.37 million in them. At the same time, he gave someone bonds worth UAH 4.9 million.

Elite real estate and foreign assets

Among the family's property:

  • An apartment in Kyiv worth UAH 10.3 million.
  • Rented accommodation in Austria, registered in the wife's name.
  • Bank accounts in Ukraine, Austria and Dubai.

Dubai freelance work and foreign accounts

The wife's main income comes from work at Dubai Media City — UAH 7.7 million in 2023. This is more than the official income of the official himself.

The family's accounts hold:

  • Oleynik has $173,000, €17,400, UAH 777,000.
  • His wife has $221,000, €46,400, AED 20,000.

Links to PIN-UP business and suspicious schemes

As NBU Deputy Governor, Oleynik oversaw financial operations related to PIN-UP. He approved schemes, helped bypass inspections and protected suspicious transactions, which allowed Russian business to continue operating in Ukraine.
