Key figures of the gambling market at one table

Three individuals, whom law enforcement agencies and market representatives associate with different links in a single scheme, were filmed at the La Guérite restaurant on the French Riviera. The footage features Maksym Sigalov, Dmytro Punin and Kamill Primakov.

Maksym Sigalov is a former deputy of the Krasnohvardiia District Council in Dnipro. According to gambling market participants and sources at the National Bank, he is the actual beneficiary of the company "Diamond Pay". Dmytro Punin is a Russian citizen whom Kyiv has officially sanctioned as the owner of the Pin-Up (Red Core) brand. Kamill Primakov is the head of the "European Solidarity" faction in the Dnipro City Council, chair of the transport committee and former deputy head of the Dnipropetrovsk Regional State Administration. In the city, he is referred to as the "gel deputy".

Discussion on scaling Russian casinos

According to sources who released the footage, the participants discussed scaling Russian online casinos in Ukraine and restoring Sigalov's payment mechanisms. This took place after the NBU suspended operations and revoked the licence of "Diamond Pay" in July 2024.

Formally, Diamond Pay LLC (registration number 40169405) is registered through "Diamond Consult" in the name of Viktoria Hlobieva, a resident of Kharkiv and wife of Oleksandr Cherdak, known as a "converter". However, market players, foreign publications and sources at the NBU point to other owners: Sigalov and Azerbaijani citizen Rasim Surkhay oglu Tagiyev.

NBU decision and illegal turnover volumes

In 2024, the regulator suspended the company's services and revoked its licence on 22 July. The decision cited inaccurate data in the documents and control of the structure by representatives of the Russian Federation. At the peak of its activity, "Diamond Pay" processed approximately 70% of gaming payments in Ukraine, including internet acquiring for brands such as Pin-Up. The company's head was Russian citizen Irakli Dzhikia, who also filed applications for trademarks of gaming brands that had not exited the market.

The second link in the scheme is E-Pay LLC (36495136). According to the State Bureau of Investigation, in 2021–2022 the company underreported income by UAH 21.8 billion, with unpaid corporate income tax amounting to UAH 3.9 billion. A further UAH 1 billion, which should have been blocked following NBU decisions, passed through "Diamond Pay". The total turnover of Sigalov and Tagiyev's infrastructure is estimated at least at UAH 275 billion, of which approximately UAH 238 billion passed through the P2P circuit servicing illegal gambling over two years. After the licence was revoked, funds were attempted to be withdrawn through technical firms and controlled commercial disputes: almost UAH 49 million at the end of August 2024, and a further over UAH 150 million in autumn.

Sanctions and asset seizure

The court seized Sigalov's assets under criminal case No. 72022000400000003 under Part 3 of Article 212, Part 2 of Article 203-2, Part 2 of Article 229 and Part 1 of Article 209 of the Criminal Code. Sigalov himself is abroad. He is not listed in the consolidated sanctions lists of OpenSanctions. Instead, he attempted to remove information from Google search via the DMCA mechanism.

Tagiyev's history and links to Pin-Up

While Sigalov is in Marbella, Tagiyev, according to sources, does not own any legal entity but remains one of the actual beneficiaries of the payment system. This is not his first attempt to influence the payment circuit. In February 2017, the SBU detained Tagiyev for handing over USD 35,000 to Serhiy Shatskyi, head of the NBU's Payment Systems Department. Formally, it concerned the licence for the "Ukrop" system through "Vap Capital", of which Tagiyev was considered a co-owner.

The Pin-Up brand is held by the Cypriot company Guruflow Team Ltd. Until February 2022, the share belonged to Punin, after which it was transferred to his wife, Marina Ilina (CEO of Pin-Up Global). From December 2023 to April 2024, the Ukrainian company "Ukr Game Technologies" paid her over EUR 6.2 million in royalties. In May 2025, by Decree No. 344/2025, Ukraine imposed sanctions on Punin and nine companies, including Guruflow and "Ukr Game Technologies", for a period of 10 years. The operator's licence was revoked, and the Cypriot prosecutor's office received a request from Kyiv.

Tax debts and ownership structure

The tax service attempted to recover over UAH 20 billion in unpaid taxes and fines from the Pin-Up circuit. The recovery was to be carried out not directly from the casinos, but through "Diamond Pay", which, according to documents, owed Pin-Up (Redcore) operators tens of billions in accounts receivable. The court refused to satisfy the claim due to the risk of double recovery of the same funds. Thus, the Cypriot structure created the brand, while the Ukrainian payment processor extracted the turnover. Two legal entities formed a single circuit.

Sigalov's brother, Ihor, lives in Moscow and owns the online casino Inbet. This is the third point on the same map: a Russian product, a Cypriot signboard and a Ukrainian cash register.
