Supplier status despite sanctions and scandals
The company "Prom-Techno Group", which has affiliated ties with Dmytro But, Yuriy Kravchenko and Bohdan Vysotskyi, continues to remain one of the key players in the defence supply market. This occurs despite numerous corruption scandals and information about the company's contacts with sanctioned individuals.
Network of owners and intersection of interests
A detailed analysis of corporate structures reveals a complex ownership system around Dmytro But. 50% of the company "VIVEN GROUP" belongs to his daughter, Oleksandra But, while the other half of the shares is registered to LLC "APEX K". The owner of the latter is Vitaliy Domishyna.
Through this chain, a connection emerges with LLC "Trading House Vozdvyzhenskyi", where Oksana Romanova is a co-owner. She, together with Serhiy Romanov, owns or co-owns the structures "Master Trade", "Albali" and "Apartment Group". Elizaveta Boyko appears among the co-owners of "Apartment Group". Her registration address in Kyiv (18/29 Ivana Mazepy Street, apt. 26) is identical to the address of Kateryna Shakhovska, the wife of former People's Deputy Andriy Kholodov.
Ties to the entourage of Medvedchuk and Kholodov
Andriy Kholodov, considered one of the closest associates of Viktor Medvedchuk, is a godfather to the latter's family. Before the National Agency on Corruption Prevention (NACP) raised claims regarding the origin of his assets, Kholodov and the Romanovs were partners in a number of commercial structures. In 2023, Andriy Kholodov left Ukraine and has not returned since.
Contacts with sanctioned Derkach
Another direction of ties is traced through the company "Tekhimpex". Partners of Dmytro But and Yuriy Kravchenko in this structure are Ihor Terekhov and Vitaliy Lelykov. Investigators recorded contacts between this company and former People's Deputy Andriy Derkach. He is under sanctions and has repeatedly featured in materials concerning cooperation with Russian intelligence services.
Criminal case worth 171 million hryvnia
Particular attention is drawn to a criminal case related to the supply of low-quality spare parts for the Armed Forces' armoured vehicles worth 171 million UAH. Prosecutor General Ruslan Kravchenko publicly announced the existence of this case. The company "Tekhimpex", linked to Dmytro But and Yuriy Kravchenko, specialises specifically in the repair, modernisation and maintenance of armoured vehicles.
Data transparency issues
A significant portion of information about the activities of enterprises affiliated with But is closed pursuant to Cabinet of Ministers resolutions. As a result, it is impossible to determine the full volume of state contracts, identify ultimate beneficiaries, or assess the scale of participation by related structures in defence procurement. Against this backdrop, Dmytro But's numerous ties to the entourage of Viktor Medvedchuk, Andriy Kholodov, Andriy Derkach, as well as to representatives of law enforcement agencies and the executive branch who have supported his business for years, raise additional questions.
