President notes lack of interest from candidates

On 22 October, President Volodymyr Zelensky, while speaking to journalists before a meeting with Finnish Prime Minister Petteri Orpo, stated that there is no strong desire among potential candidates to take up the post of head of the Kyiv City Military Administration (KMA).

The head of state emphasised that he is looking for people who will help strengthen the management and security of the capital. In response to journalists' questions about a possible personnel decision in the near future, the President replied: "Великого ж бажання ні у кого немає" (There is no strong desire in anyone).

Search for candidates continues without specific deadlines

Volodymyr Zelensky has not yet decided on the final candidate for the new head of the KMA. Consultations on this matter are ongoing, but the head of state has not announced a specific deadline for the appointment. Thus, the personnel issue remains open: in his statement on 22 October, Zelensky named neither a selected candidate nor a date when the relevant decision would be made.

The President explained that he aims to involve specialists who will help the mayor, the residents of the capital, and the city itself overcome existing challenges. Zelensky linked the need to strengthen the management of Kyiv with Russian attacks. He paid particular attention to the threat of strikes on bridges and the need to ensure the operation of city logistics.

Joint resolution of problems by central and local levels

According to the President, these issues must be resolved jointly by the central and local authorities. Due to shelling, city services may lack resources to respond to all problems simultaneously, so the capital needs additional support. This includes, in particular, the ability to organise operations in the face of new infrastructure damage and threats to transport links.

Reaction to questions about Vasyl Maliuk

Journalists also asked Zelensky about the possible appointment of former SBU head Vasyl Maliuk. The President did not give a direct answer regarding this candidacy. Instead, he stated that he had addressed the Cabinet of Ministers and is holding consultations to strengthen the work of local authorities and the security of the capital. Thus, there is no confirmation of Maliuk's appointment based on this response.

Who is currently heading the KMA

Following the dismissal of Timur Tkachenko, the duties of the head of the KMA are temporarily performed by his first deputy, Andriy Tkachov.

It is worth noting that Timur Tkachenko was dismissed from the post of head of the KMA on 16 July. The relevant decision was formalised by Zelensky in Decree No. 615/2026. Tkachenko had headed the administration since 31 December 2024.

Previously, there were also reports of a massive ballistic strike on Kyiv and the region in the night of 14 October. Energy facilities and residential buildings came under attack, and power supply disruptions occurred in the capital.
