Citizens who already have the legal right to receive an old-age pension are not obliged to apply for the payment immediately after reaching the relevant age. The law provides for a deferral mechanism: if a person continues to work, their basic pension amount may increase. For each full month of insurance record acquired after reaching retirement age, a surcharge is added to the main part of the payment. If the deferral period does not exceed 60 months, the rate is 0.5% per month. If the deferral lasts more than 60 months, the surcharge amount increases to 0.75% for each full month.
Conditions for retirement in 2026
The right to an old-age pension in Ukraine is determined by two factors: reaching a certain age and having the required insurance record.
The following requirements are in force for 2026:
- to be granted a pension at age 60, one must have at least 33 years of insurance record;
- to retire at age 63 — at least 23 years of record;
- to receive payments at age 65 — at least 15 years of record.
The level of the insurance record is fixed as of the date of reaching the relevant age. For example, if a person turns 60 in 2026, they acquire the right to a pension only if they have 33 years of insurance record. If the 60th birthday was reached earlier, for example, in 2025, the record requirement was 32 years.
Mechanism for increasing payments due to deferral
Article 29 of the Law of Ukraine "On Mandatory State Pension Insurance" regulates the procedure for postponing the granting of a pension for individuals who already have the right to it but continue their professional activity.
When applying for the payment, the entire insurance record acquired before the date of application to the social protection authorities is taken into account. The basic pension amount is increased depending on the number of full months of record acquired after reaching retirement age.
The size of the increase is calculated as follows:
- 0.5% for each full month — if the deferral lasts up to 60 months inclusive;
- 0.75% for each full month — if the deferral exceeds 60 months.
It is important that no surcharge is accrued for an incomplete month of insurance record.
Calculation of the surcharge for different periods
The amount of additional payments depends on the duration of the period during which a person continued to work after reaching retirement age.
One-year deferral
If a citizen worked for 12 full months after reaching retirement age and acquired the corresponding insurance record, the basic pension amount will increase by 6% (12 months × 0.5%).
For example, with a hypothetical basic pension amount of 6,000 UAH, the surcharge will be 360 UAH. The total basic payment amount will increase to 6,360 UAH.
Two-year deferral
Continuing to work for 24 full months entitles one to an increase in the basic pension amount by 12%.
In the example with a base amount of 6,000 UAH, the additional sum will be 720 UAH, and the new basic amount will be 6,720 UAH.
Five-year deferral
A period of 60 months is the limit for applying the 0.5% rate. The total increase is 30% (60 months × 0.5%).
For a base amount of 6,000 UAH, this means a surcharge of 1,800 UAH. The basic pension amount will increase to 7,800 UAH.
It is necessary to distinguish between a voluntary deferral of an already acquired pension right and a situation where a person lacks sufficient record at age 60. If a citizen turns 60 in 2026 but does not have 33 years of record, they may continue working to acquire the necessary period. After this, they can apply for a pension without waiting until age 63. However, this situation is not a voluntary deferral, as the right to a pension had not yet been acquired at the time of turning 60.
Calculation nuances and limitations
To receive the surcharge, it is critically important to have full months of insurance record acquired after reaching retirement age. The simple fact of not applying for a pension for one or two years is not enough — the corresponding insurance record must be recorded.
The percentage increase applies exclusively to the basic amount of the old-age pension. It is incorrect to add the percentages (6%, 12% or 30%) to the total actual payment, which includes various allowances and surcharges. The actual amount of money a pensioner receives depends on individual indicators and other components defined by legislation.
The deferral increase mechanism does not apply to individuals who previously received a pension of another type, under other laws of Ukraine, or in another country. Therefore, before planning a deferral, it is necessary to check one's pension history.
Application procedure
An old-age pension with deferral is granted upon the individual's application, usually from the first day of the month in which the documents were submitted.
Those considering the possibility of delaying the application are advised to check their data in the Register of Insured Persons and the status of their insurance record in advance. This will allow them to accurately determine whether they have the right to a pension and how its basic amount will change in the event of further professional activity.
