Expansion of financial pressure on the island

A new package of restrictive measures directed by the United States of America against Cuba enters into force on 30 September. According to the official notice on the strengthening of sanctions policy, these changes create additional risks for foreign financial institutions. In particular, banks conducting transactions with individuals and legal entities already under US sanctions are targeted.

Targeted measures against security structures and business

Washington is also expanding the list of restrictions concerning financial transactions with Cuban entities linked to the island's military, intelligence, and other security agencies. Particular attention is paid to pressure on the private sector. New rules apply to the accounts and financial transactions of entrepreneurs who have any connections with individuals already included in US sanctions lists.

Previously, the Donald Trump administration had already initiated a separate sanctions programme covering key sectors of the Cuban economy, including the energy, defence, mining, financial, and security sectors.

Restrictions for American tourists and specialists

In addition to financial instruments, the new measures also affect the travel sector. Opportunities for US citizens to visit Cuba are significantly narrowed. In particular, entry to the island under the pretext of participating in professional events or within the framework of group educational programmes is restricted.
