Ukraine has begun implementing the experimental project "Ukrainians' Unity Network" (Unity Network). The main goal of the initiative is to ensure access to key information for Ukrainians residing outside the country, support their connection with their homeland, and create favourable conditions for voluntary return.
The legal basis for launching the project was established by Cabinet of Ministers Resolution No. 1352 dated 28 October 2026. This document details the algorithm for organising and operating the new network. Coordination of all processes has been entrusted to the Ministry of Social Policy of Ukraine.
The created network is intended to become a tool that helps citizens understand their rights and opportunities while living abroad, obtain necessary services, and plan their return home. The main areas of activity of the Unity Network include:
The organisational and technical aspects of the network's operation have been assigned to the limited liability company "National Unity Agency". This company will act as the operator, responsible for methodological support, information assistance, the operation of the web portal, and the protection of intellectual property rights to the network's brand.
An important element of the infrastructure will be the Unity Hubs. Their creation will be based on joint declarations signed between the Ministry of Social Policy and the authorised bodies of the countries where Ukrainians reside.
Consultation work will be carried out by specially trained specialists who have completed the operator's training programme. They will provide assistance to citizens both individually and in a group format.
The government has defined the procedure for legal entities to join the Unity Network in a separate regulation. Within two months, the operator is obliged to publish a public offer providing for the conclusion of a free-of-charge contract for the use of the network's brand.
Organisations wishing to become part of the project must undergo a verification procedure. After successful verification, their data will be published on a special web portal.
At the same time, clear restrictions apply. Legal entities registered in Russia or Belarus will not be admitted to the network. It is also prohibited for companies to join if their owners or ultimate beneficiaries are citizens of these states, as well as for entities subject to Ukrainian sanctions.
Funding for the experimental initiative is planned to be provided from the state budget and other sources permitted by current legislation.
Previously, preparations were reported for the opening of the first Unity Hub for Ukrainians in the European Union in Berlin. Its activities include consultations on returning to Ukraine, access to social services, and the organisation of cultural and educational events.
