A criminal case is being investigated in the Holosiivskyi district of the capital regarding possible abuse of office during municipal works. An official at the municipal enterprise "SHEU of Holosiivskyi District" has been notified of suspicion under Part 5 of Article 191 of the Criminal Code of Ukraine.
As reported by the Kyiv City Prosecutor's Office, the incident occurred during routine repairs to the pavement on Holosiivskyi Avenue, in the section from Holosiivska Square to Heroes of Defense Street. Contracts for the execution of these works were signed between October and December 2025.
The investigation established that the official responsible for signing acceptance certificates for completed works failed to conduct a proper verification of the volume, quality, and cost of services. Despite the cost of paving stones in the documents exceeding market rates, the official approved them. Subsequently, the contractor received payment for the completed works.
According to the results of a judicial economic expert examination, the damages inflicted on the budget of the city of Kyiv amounted to over 1.3 million hryvnias. The suspect's actions have been qualified as embezzlement of property through abuse of office on an especially large scale, committed under martial law conditions.
Currently, investigators are deciding on the selection of a preventive measure for the suspect. The penalty under the charged article provides for imprisonment for a term of 7 to 12 years. Additionally, a ban on holding certain positions or engaging in certain activities for up to three years, as well as the confiscation of property, may be imposed.
The pre-trial investigation is being conducted by investigators of the Podil Police Department of the Main Directorate of the National Police in Kyiv. Operational support for the case is provided by the Department of Strategic Investigations of the National Police of Ukraine.
In accordance with Article 62 of the Constitution of Ukraine, a person is considered innocent of committing a crime until their guilt is proven in the legal manner and established by a guilty verdict of a court.
