The Prosecutor General's Office has notified four individuals of suspicion in a criminal case related to the repair of the Chornnivskyi landfill dam. The total amount of documented misconduct reaches 19 million hryvnias. Among those charged are Lyudmyla Svyryda, former head of the transport department of the Chernivtsi City Council, as well as the head and an employee of the contractor company Aris-Com LLC, and a landfill foreman.
According to the Unified State Register, Aris-Com LLC is headed by Mykola Khrustavchuk. The company received a contract for works worth 76.7 million hryvnias. The investigation's version is based on the fact that between April and June 2026, over 30,000 cubic metres of clay were extracted without the corresponding permits. These actions caused environmental damage amounting to nearly 18 million hryvnias.
In addition to environmental damage, the investigation established the probable inflation of prices for concrete used during the repair works. Such price manipulation led to the embezzlement of over 1 million hryvnias of budget funds.
It is worth noting that Lyudmyla Svyryda resigned from her position at the Chernivtsi City Council on 4 November. This occurred two days before she was notified of suspicion by the prosecution.
