Statistics on non-mobilised pensioners

Halyna Tretiakova, head of the Verkhovna Rada committee on social policy and veterans' rights protection, released data on the number of former career military personnel and employees of security agencies who are on pension but not engaged in military service. According to her, there are 129,000 such individuals.

«У нас 129 тисяч кадрових військових, які мають вислугу за попередні роки, які жодного дня не були на фронті, які відносяться до оперативного резерву 1, не є особами з інвалідністю, не досягли навіть 60-річного віку, вони не працюють ніде (це дані Пенсійного фонду України) і вони не мобілізовані» (We have 129,000 career military personnel who have years of service, who have not been at the front for a single day, who belong to the first operational reserve, are not persons with disabilities, have not even reached the age of 60, they do not work anywhere (this is data from the Pension Fund of Ukraine) and they are not mobilised), the MP emphasised.

General Staff position

Tretiakova noted that she had repeatedly raised the issue of the reasons for the non-mobilisation of these citizens at meetings, including those attended by the General Staff. She reported that in response, she was told that they allegedly "cannot mobilise persons with such ranks".

«Для чого ж ви тоді демобілізовуєте людей з кадрової служби у такому віці, без інвалідності, здорових?» (So why do you then demobilise people from active service at such an age, without disabilities, who are healthy?), the MP asked.

Proposal regarding payments during wartime

The MP proposed changing the approach to financing such payments, noting that individuals belonging to the first operational reserve voluntarily go to military registration offices at the start of hostilities.

«Особа, яка відноситься до ОР1 (оперативного резерву 1 – ред.), як тільки починається війна, вона збирає одяг і йде у військомат добровільно. Давайте ми зніmemo їм пенсії» (A person who belongs to OR1 (first operational reserve – ed.), as soon as the war starts, packs their clothes and goes to the military registration office voluntarily. Let us remove their pensions).

«У бюджет на 2027 рік я подаю правку, що, якщо держава Україна вважає за потрібне випроваджувати людей на пенсію і вважати їх недієздатними у віці до 60 років, то давайте ми тоді їм пенсію будемо виплачувати у воєнний час 10-річними облігаціями і будемо розраховуватися потім. А зараз хай ідуть працюють» (I am submitting an amendment to the 2027 budget stating that if the state of Ukraine deems it necessary to retire people and consider them unfit for service at an age under 60, then let us pay them their pension during wartime in 10-year bonds and settle up later. For now, let them go to work), Tretiakova said.

Retirement age thresholds

According to the head of the social policy committee, current special pension legislation allows certain categories of Ukrainians to retire significantly earlier than the general age.

For example, the average retirement age for employees of the State Penitentiary Service and the National Police is 46 years, while for officers of the Security Service of Ukraine, the State Bureau of Investigation, and the State Protection Service, it is 47 years. For comparison, citizens entitled to a pension under general legislation retire at least at the age of 60, provided they have 35 years of service.

It is known that former career military personnel and employees of several law enforcement agencies receive pensions in accordance with a special law. This regulatory act guarantees them the right to early retirement and sets the payment amount at up to 70% of the monetary remuneration of persons currently holding similar positions.

This right extends to former employees of the National Police, the State Bureau of Investigation, the National Anti-Corruption Bureau, the Judicial Protection Service, the Security Service of Ukraine, and other agencies. In total, approximately 500,000 people in Ukraine receive pension payments under this special law, Halyna Tretiakova noted.
