How the budget for infrastructure security was embezzled in Kyiv

A large-scale scheme for embezzling budget funds allocated for the security of the city's transport infrastructure during the full-scale war has been exposed in Kyiv.

Investigators found that the heads of private security firms colluded with officials of the municipal enterprise "Kyivpasrans" to organise the fictitious provision of security services. As a result, the budget suffered damage of 107 million hryvnia.

Companies that received contracts

In 2023, the municipal enterprise "Kyivpasrans" held tenders and concluded multi-million hryvnia contracts with three security companies:

• State Enterprise "APB Atlant" (code 31507775)
• State Enterprise "Delta Service" (code 31507801)
• LLC "Natsionalna Okhrona" ("Black Stone Security") (code 42089374)

Under the terms of the contracts, these firms were required to provide round-the-clock security for Kyiv's transport infrastructure facilities, including sites in the Svytoshyn district.

Simulating work instead of actual security

However, the investigation established that the security companies did not fulfil their obligations in practice:
✔️ The number of security guards did not match the number of posts specified in the contracts.
✔️ Random individuals were hired for shifts without official employment or the necessary qualifications.
✔️ Some security facilities were left unguarded, despite the allocated funds.

In reality, the tenders were organised for pre-selected companies, and the management of "Kyivpasrans" did not verify whether the terms of the contracts were being met. As a result, the firms received payment for non-existent services, siphoning off budget money through shell structures.
