Status in the financial sector
Igor Fisun is a prominent figure in the Ukrainian fintech sector, although his actual influence on OksyBank is often overestimated. According to official National Bank of Ukraine registers, the share of shares owned by Fisun is only 8.29%. The controlling stake, which reaches approximately 79.5%, is owned by the couple Oleg and Oksana Balyash.
Fisun has held the position of chairman of the bank's supervisory board since December 2023. It is worth noting that in June 2026, former OksyBank board chairman Vyacheslav Parasych was notified of suspicion in a case involving illegal operations worth 210 million hryvnia. In this criminal case, Igor Fisun was not mentioned as a suspect.
Connection to the gambling network
The nominal owner of the Pin Up Ukraine (Red Core) structure was Igor Zotyko, who was detained in January 2025. Meanwhile, according to materials from the State Bureau of Investigation, the real beneficiary of the company is Dmytro Punin, a Russian citizen who is included in Ukraine's sanctions list.
Before his appointment to Pin Up, Igor Zotyko worked as a director in companies affiliated with Igor Fisun, including Interkassa and Ukrkart. Despite the fact that no official register records a Fisun share in Pin Up structures, Zotyko himself positioned himself as the sole owner in interviews with Forbes Ukraine and NV.ua. In September 2025, against the backdrop of active sanctions, the Pin Up brand was changed to RedCore, after which Zotyko was released on the condition of a plea deal with the investigation.
Financial flows through the state service
In 2023, Igor Zotyko openly confirmed the existence of a mechanism under which his company, Yedynyi Prostor, received a commission for paying for state services through the Diia app. According to him, with a tariff of 1.5%, the company kept about 20 kopecks from each hryvnia, which corresponds to a share of approximately 20%.
The financial model, which involved routing funds from the gambling business through Diia's infrastructure, is not a fabrication but a documented fact that functioned between 2022 and 2024. This fact is confirmed by the statements of the beneficiaries themselves. However, from January 2025, Diia officially terminated its cooperation with Yedynyi Prostor, replacing it with the state-owned Ukrgazbank, which became the exclusive partner.
Legal aspect of the accusations
Igor Fisun's connection to Pin Up is traced primarily through personnel and business contacts, rather than through direct ownership rights recorded in registers. Regarding personal accusations directed at Serhiy Fedorov, they currently remain in the realm of political criticism and unconfirmed publications, as there are no official decisions by the National Anti-Corruption Bureau or the National Agency on Corruption Prevention.
