Critical state of infrastructure in occupied areas

The humanitarian crisis in the temporarily occupied territories of Kherson region has affected thousands of residents. This was stated by the head of the Kherson Regional Military Administration, Oleksandr Prokudin, during a speech at the session of the Congress of Local and Regional Authorities of the Council of Europe, which took place in Strasbourg.

According to the head of the Regional Military Administration, an extremely difficult situation has arisen not only in Oleshky, but also in dozens of other settlements located near the front line. The local population is deprived of electricity, central heating, gas supply, as well as access to necessary humanitarian aid and medical services.

Forced actions by occupiers and danger to civilians

Oleksandr Prokudin emphasised that the territories are still mined. In addition, Russian occupation troops are implementing forced passportisation and mobilisation of local residents in these lands.

The issue of free movement of people requires particular attention. Many residents of Oleshky and other occupied communities want to leave for the territory under Ukraine's control. However, as Prokudin noted, the Russian side is doing everything possible to obstruct departure and hide the real number of people who wish to leave the combat zone.

Results of the temporary ceasefire

Meanwhile, the implementation of the temporary ceasefire, intended to carry out a humanitarian mission, allowed residents of Kherson to visit their private houses and dachas located near the Dnipro for the first time in several years.

Oleksandr Prokudin added that safe routes for the movement of civilian citizens are being created thanks to the work of Ukrainian military personnel, who are carrying out mine clearance of the roads.
