A change in leadership has taken place at the housing and communal services department in Bila Tserkva. Following the dismissal of Olha Ivanova, who served as acting director, Oleksiy Pohasiy held the vacancy for nearly five months. Now, Oleksandr Chuchula has taken the post.
Oleksandr Chuchula is a deputy of the Bila Tserkva City Council from the political party "For the Future". In the local council, he participates in the work of the permanent committee on land relations, urban planning and architecture.
Before entering public service, the man had commercial experience. He headed the limited liability company "Hydrotekhservice", which specialises in the construction of hydraulic structures. Currently, Chuchula retains a share in the ownership of this company.
However, in the provided autobiography, the newly appointed director did not mention experience working directly in the field of communal services. This raised questions from journalists regarding the criteria by which the new head of the department was selected.
According to declaration data, in 2025 Oleksandr Chuchula and his wife purchased housing in Bila Tserkva with an area of over 148 square metres. The cost of the apartment was 1.115 million hryvnia.
The official also acquired ownership of two land plots. He purchased one plot within the city limits for 12,000 hryvnia, and another, located in Shkarivka, for 2.6 million hryvnia.
Chuchula's assets also include a residential house in Bila Tserkva, which was bought in 2024 for almost 1.1 million hryvnia. The official's car park includes a 2016 BMW 5 Series valued at approximately 890,000 hryvnia and a 2008 Volkswagen Passat, for which he paid 45,000 hryvnia.
Income from entrepreneurial activity in 2025, according to information from the declaration, amounted to almost 8.3 million hryvnia. In cash form, 10,000 US dollars, 5,000 euros and 220,000 hryvnia were declared.
Journalists found that the Prozorro platform already has tenders from the housing and communal services department, in the contracts of which the new head's signature is present.
The effectiveness of the new director's management decisions and their impact on the functioning of the city's communal services will become clear over time.
