Funding the education of a former minister's children

Materials from the full audit of former minister Herman Galushchenko's declaration, published by the National Agency on Corruption Prevention (NAZC), contain evidence that Viktor Artemov paid for his children's education in Switzerland. This individual is an oil trader linked to "Hezbollah" and the "shadow fleet" that transported oil from Russia to the so-called "DNR".

Previously, People's Deputy Yaroslav Zheleznyak stated that Artemov is Galushchenko's godfather, whom he mentioned in court. This information has now been confirmed by documents. According to the deputy's version, the funds for education may have come from "Galushchenko's offshore companies" rather than from Artemov's accounts.

Details of financial operations

NAZC documents state that the recipient of invoices for the education of Maksym and Veronika Galushchenko at the Swiss school COLLEGE ALPIN BEAU SOLEIL was listed as Viktor Artemov, with contact details for AVA Petroleum Services. According to Swiss databases, Artemov has been the director of AVA Petroleum Services since 2009.

The total amount paid for the former minister's children's education exceeded 258,000 Swiss francs, which is approximately 12.4 million UAH. The largest payment — 233,560 francs (over 11.2 million UAH) — was made on 4 April 2025. In March of the same year, Artemov transferred 15,000 francs (704,500 UAH), on 9 September — 8,233 francs (almost 425,000 UAH), and in October 2025 — another 1,300 francs (67,827 UAH).

The cost of the children's education was not listed in Herman Galushchenko's declaration as a gift to family members in the form of payment for education.

Artemov's sanctions status and connections

The company AVA Petroleum Services, registered in Geneva, has been under US Treasury sanctions since November 2022. Viktor Artemov himself is also under sanctions. The reason for the restrictive measures was providing material, financial, and technological support to the Islamic Revolutionary Guard Corps (IRGC, "Quds" unit) and the Lebanese group "Hezbollah".

In June 2022, Bloomberg reported facts about the involvement of the tanker Zhen I, which belonged to another of Artemov's companies, in the export of oil from Russia. From 2022 to 14 February 2024, the vessel was owned by the offshore company Monumont Ship Management Limited, which, according to the US Treasury, is under Artemov's control. After the publication of the data, the tanker was renamed PHENIX VI and sold or re-registered to a company whose details are not disclosed in the Equasis database.

Business history and movements

In Ukraine, Viktor Artemov was known in the 1990s and 2000s as the head of the companies "Alfa-Oil" and "Alfa-Nafta", whose gas stations operated under the ANP brand until they went bankrupt. In 2017, LLC "Alfa Energy" was registered, also linked to Artemov. In 2019, according to a court ruling, this company came to the attention of the Security Service of Ukraine (SBU), which requested access to documents due to possible cooperation of the organisation with the "Ministry of Defence of the DNR". There is no information about the further progress of the case in public sources, so the Center for Countering Corruption (CAC) sent a request to the SBU to clarify the details.

Since 2004, Artemov has had an apartment in Moscow and has flown between Moscow and Switzerland on multiple occasions. In February 2022 alone, he made such flights twice: on 1 February he flew from Geneva to Moscow, returning on 5 February; on 23 February, when Russian tanks were already standing at the border with Ukraine, he flew to Moscow again, and on 27 February he returned to Switzerland. Judging by the available information, he did not face any problems with movement in Moscow in the first days of the full-scale war.

However, after 27 February 2022, Artemov apparently did not return to Moscow. From 27 March 2013 to 10 December 2021, his enterprise LLC "Trade-Oil" operated in Russia, engaged in oil and gas extraction, drilling, and petroleum products production. After the start of the war in Ukraine in 2014, there were no problems with this business until 2021, when the enterprise was closed due to bankruptcy. In June 2022, a case was registered in Russia against Artemov for probable non-payment of customs duties in 2015.

Thus, Viktor Artemov found himself in a situation combining US sanctions, criminal cases in Russia, and a potential criminal case in Ukraine, while residing in Switzerland.
