Expansion of bans on Russian-language content
The Verkhovna Rada is considering a bill that could establish restrictions on the use of Russian-language cultural products in Ukraine. According to available information, such a ban list could affect not only Russian performers but also works created by Ukrainian citizens.
This was stated by Language Ombudsman Ivanovska. She explained that the new provisions provide for a ban on listening to and performing musical compositions in Russian, regardless of who their author is.
Changes compared to current legislation
Ivanovska emphasised that the current wording of Article 15 of the law restricted exclusively the performance of works by Russian citizens. In contrast, the new approach proposes to expand the scope of the ban.
«Тобто це і ті російськомовні музичні твори, які сьогодні, на жаль, слухають громадяни України, більше того — виконують їх. Тому що чинна стаття 15 лише обмежувала виконання (творів) громадян Росії» (That is, these are also those Russian-language musical works that, unfortunately, are listened to by Ukrainian citizens today, and moreover — performed by them. Because the current Article 15 only restricted the performance (of works) by Russian citizens), the Ombudsman noted.
Status of the document in parliament
According to Ivanovska, the bill has already been approved by the relevant parliamentary committee, which is chaired by Poturayev.
