Appeal to European Union leaders

Italian Prime Minister Giorgia Meloni sent a letter to European Council President António Costa, proposing that the issue of appointing a single EU representative for negotiations on Russia's war against Ukraine be raised at the informal summit in Dublin, which will take place next week. According to Bloomberg, which has access to a copy of the document provided by the Prime Minister's office, Meloni considers the current practice, under which the bloc's interests are represented by numerous negotiators in various formats, detrimental to trust in the EU.

Risks of uncoordinated actions

In her letter, the Italian leader emphasised that chaotic actions by Europe play into the hands of those who favour the continuation of hostilities.

«I am convinced that we are all aware: by creating the impression that Europe is acting in an uncoordinated manner, we are simply playing into the hands of those who want this war to continue. I consider this unacceptable, given that human lives and the future of our security are at stake», Meloni wrote.

Demand for a clear mandate

The Italian Prime Minister stressed the need to make a final decision on who exactly will participate in negotiations on behalf of the European Union and with what powers.

«I continue to call for it to be decided once and for all who exactly will sit at the negotiation table on behalf of the European Union and with what mandate. Because a disorderly course of events, where initiatives follow one another and intersect, will not help us — neither in our relations with our partners, nor in convincing those we need to convince to stop this senseless aggression», she noted.

Italy's position and deadlines

Meloni emphasised that the EU must be ready to adopt the relevant decision during the leaders' meeting in December. She warned that without this, there is a risk of reducing Europe's role in the negotiation process to zero.

«Otherwise, I fear, we risk reducing Europe's role in the negotiation process to zero», Meloni added.

The Italian Prime Minister also clarified that her initiative is not aimed at securing a formal role for Italy at the negotiation table.
