Key changes for Ukrainians in November: sole proprietors, subsidies and international parcels

The start of November is accompanied by a number of significant changes in the fields of social protection, business processes and international logistics. Citizens and entrepreneurs should pay attention to updated procedures for obtaining state support, new restrictions on banking operations and current deadlines for submitting documents.

Update to reservation rules and enterprise criticality

A new maximum reservation level has been established for companies in the energy sector and the defence-industrial complex. It will amount to 95% of the total number of employees subject to military service. At the same time, the legislation provides for exceptions for personnel directly involved in critical production processes. The government will also review the criteria for enterprise criticality.

Financial support for entrepreneurs and educational payments

The period from 2 to 27 November is allocated for submitting applications for support for individual entrepreneurs (sole proprietors). The funds are intended for the purchase of generators, charging stations and other energy equipment. The payment amount can reach 30,000 hryvnia, with the exact size depending on the number of hired employees. The acceptance of applications in the second stage depends on the availability of funds.

On 1 November, the acceptance of documents for the "Schoolbag" programme ends. A one-off aid of 5,000 hryvnia is intended for families whose child is starting first grade for the first time this year. The payment can be processed through the "Diia" app or by contacting a service centre of the Pension Fund.

Housing subsidies and banking restrictions

Citizens have the opportunity to submit an application for a housing subsidy by 30 November to receive funds from the beginning of the heating season. For most recipients, the transfer will be made automatically. However, if there have been changes in the composition of the household or the state of property, it is necessary to notify the Pension Fund.

From 14 November, the monthly limits for bank transfers will change for certain categories of sole proprietors and companies with elevated risk. For new or restored first-group sole proprietors, the limit is set at 400,000 hryvnia, and for the second and third groups — 1 million hryvnia. For legal entities that have the characteristics of shell companies, the limit will be 2 million hryvnia. It is worth noting that these restrictions do not apply automatically to all entrepreneurs.

New fees for commercial shipments to the EU

An additional fee of 2 euros per item has been introduced for commercial shipments containing goods. This innovation does not apply to ordinary private parcels sent between individuals.
