Lack of intelligence during morning strike
On the morning of 19 October, Russian forces carried out a ballistic strike on Kyiv. It emerged that the Ukrainian side again did not receive an early warning from the United States about the missile launch. Previously, such signals had been received as part of intelligence sharing between partners.
Ukrainian sources confirmed the lack of a warning to journalist Alex Raufoglu, who published the data on the social network X. "Знову не було раннього попередження про балістичну атаку на Київ", — передає він слова своїх співрозмовників ("There was again no early warning of a ballistic attack on Kyiv," he reported, quoting his interlocutors).
Course of events in the capital
In the morning, a red alert level was declared in Kyiv due to the threat of a missile strike. The Air Force initially warned about the launch of cruise missiles from the northern direction, after which explosions were heard in the city.
Significance of early signals for defence
Early warnings of ballistic missile launches, which Ukrainian military had been receiving from the US, are critically important. They provide the few minutes necessary for civilians to take shelter and for air defence systems to prepare for interception.
Context of previous incidents
President Volodymyr Zelensky had previously stated that for two consecutive nights, on 12 and 13 October, ballistic missiles flew towards Kyiv without warnings from partners. Later, the Air Force clarified that the signal was missing only before the first wave of the attack.
