Court ruling on former directors
On 12 October, the Appellate Chamber of the High Anti-Corruption Court (HAC) ruled to release two former heads of the Pavlograd Chemical Plant from punishment. This concerns former General Director Leonid Shyman and former Commercial Director Valeriy Kyrylov. Both were implicated in a criminal case on suspicion of abuse of office.
Previously, in August 2026, the first-instance HAC delivered a verdict: Shyman was sentenced to five years of imprisonment, while Kyrylov received four years and three months in prison.
Reasons for release from punishment
During the appellate review of the case, the court excluded certain episodes from the indictment that the prosecution failed to prove adequately. Regarding the remaining violations, the court determined that the statute of limitations for criminal liability had expired. For this reason, both former officials were released from the assigned punishment.
In addition, the court cancelled the decision to recover over 36.2 million UAH in damages from the defendants. The basis for this was that the prosecutor filed a civil claim on behalf of an entity that had no right to be a plaintiff in this instance.
The verdict has already entered into legal force, although the parties retain the right to appeal it to the Supreme Court.
Damage mechanism for the state enterprise
According to the case materials, between 2013 and 2016, the enterprise's management organised the sale of industrial explosives through intermediary companies. According to the prosecution, involving these intermediaries was not necessary for supplying products to end consumers, yet their participation led to financial losses for the state enterprise. The total amount of damages was estimated at over 43.3 million UAH.
Other criminal cases against management
The release of Shyman and Kyrylov from punishment in this specific case does not annul other criminal proceedings in which the former plant managers are implicated.
In December 2025, it became known about a verdict against Kyrylov in another case related to the sale of explosives through intermediaries. At that time, the HAC Appellate Chamber upheld the punishment: four years of imprisonment, a fine of 17,000 UAH, and a ban on holding managerial positions at state enterprises for three years.
Also in December 2025, plant officials were notified of suspicion in a case regarding the possible misappropriation of over 102 million UAH. According to the investigation, these funds were spent on purchasing dynamic protection for tanks of the Armed Forces of Ukraine at prices that significantly exceeded market rates.
Another case concerns the supply of over 233,000 unusable mortar shells to the military. In April 2026, the Security Service of Ukraine completed the investigation and sent an indictment to court regarding the former General Director of the enterprise and his deputy. According to the investigation's estimates, the damage to the state in this case could amount to approximately 3.3 billion UAH.
