Parliamentary career of former NBU head in Russia

Serhiy Arbuzov, who previously held the posts of first deputy prime minister in Viktor Yanukovych's government and head of the National Bank of Ukraine, has become a deputy in the State Duma of the Russian Federation. In the 2026 elections, he headed the regional group of the "Fair Russia" party's list.

In the election documents, the candidate stated that his income for 2025 was zero. The only financial asset he reported was a bank account with a balance of 266,000 rubles. However, an investigation revealed that the politician's family owns significant assets and has numerous business ties worth hundreds of millions and even billions of rubles.

Disproportion between declaration and actual expenses

The figures stated in the declaration sharply contrast with the family's actual financial situation. In August 2023, Arbuzov's wife, Irina, purchased a Range Rover worth 5 million rubles. This amount is 13 times higher than the couple's total income over the previous three years, which, according to available information, was only 375,000 rubles. This purchase is listed as the only major expense in the relevant records.

In addition, Arbuzov did not indicate in the declaration that in September 2024 his wife became the owner of the Donetsk company "Donregion Invest". This entity owns almost 1,000 square metres in the "Stolichny" business centre. In June 2025, Irina Arbuzova also received the company "Sakhara-Lux".

Family real estate and car fleet

In 2015, Serhiy Arbuzov's 18-year-old son registered a 150-square-metre apartment in the "Dim na Mosfilmivskiy" residential complex in Moscow. The estimated value of such housing ranges from 130 to 150 million rubles.

The former Ukrainian official's wife and younger son live in the Novinki cottage settlement on Novorizhskoye Shosse. The family is associated with a car fleet that includes Bentley Continental GT, Range Rover, and Mercedes-Benz G-Class vehicles.

The eldest son, Serhiy Arbuzov Jr., registered the company "Viking-Real Estate" with a charter capital of 10,000 rubles at the age of 19. Just four months later, 25 million rubles were contributed to it. In 2016, the son transferred this entity to the Scottish partnership Adoris Invest LP. In July 2025, Arbuzov Jr. again became the sole owner of the company, and by the end of the year, its assets reached 325.9 million rubles.

Business ties in Donetsk and court proceedings

The company "Viking-Real Estate" is headed by Anastasia Kucher. She also manages the "Pivdennyi Skhid Invest" fund, whose assets are valued at 5.6 billion rubles. Both these entities are registered in the same building as Arbuzov's son's fitness club "Concept" and the investment company "Skhid", owned by Andriy Dudnikov. It was from Dudnikov that Irina Arbuzova received the company "Donregion Invest".

An additional chain of connections is traced through Victoria Zuienko, the director of "Sakhara-Lux", who also managed the "Pivnichny" complex. This object was registered to the Cypriot company Arisano Holdings LTD. After the "DNR" grouping seized the complex worth 968 million rubles, the court fee for the Cypriot company was paid by lawyer Rinat Arifulin. Previously, he represented the interests of Adoris Invest LP during the acquisition of "Viking-Real Estate".

In September 2025, the Supreme Court of the Russian Federation refused to return the "Pivnichny" complex. The court case materials indicate connections of this object with Arbuzov's son's business through a common lawyer and with his wife's business through a common director.
