The implementation of new European recommendations in the field of cybersecurity may have negative consequences for the financial situation of Ukrainian subscribers. This was stated by expert Anatoliy Frolenkov, emphasising that new requirements for the telecommunications sector risk hitting citizens' wallets.

The problem of premature equipment write-off

According to the proposals, communication networks should be cleared of equipment from suppliers deemed "risky". This entails not only the design and installation of new systems but also the integration and premature write-off of equipment that is still fully fit for operation. The situation is complicated by the fact that operators are already forced to spend resources on restoring infrastructure after shelling.

«Принцип "давайте все замінимо, а потім порахуємо" — так собі стратегія» (The principle of "let's replace everything and then calculate" is a rather poor strategy), he notes.

The expert's alternative approach

Anatoliy Frolenkov proposes changing the direction of action to avoid unjustified increases in service costs. In his analysis, he outlines three key steps:

  • conducting an assessment of real risks instead of mechanically replacing all equipment according to a calendar schedule;
  • mandatory calculation of the impact of measures on final tariffs before setting specific deadlines for implementation;
  • providing a deferral for meeting requirements during the war in cases where the threat has not been proven. The expert emphasises that the cost of hasty decisions ultimately falls on the subscriber.
