38.6 million hryvnia deal without competitors

KP "Dniprovodokanal" of the Dnipro City Council signed contract No. 186T dated 20 April 2026 with TOV "TradePro Limited" (registration code 45572928). The primary objective of the agreement is the technical maintenance and upkeep of fountains in Dnipro. The total cost of services amounts to 38.6 million hryvnia. Only one enterprise participated in the procurement procedure.

Company links to individuals under investigation

Previously, TOV "TradePro Limited" was registered at the following address: 2 Avtotransportna Street, Dnipro. This property belongs to brothers Volodymyr and Leonid Dubynskyi. Leonid Dubynskyi is currently on trial for alleged embezzlement in the construction of the Auly-Verkhniydniprovsk water supply line.

Municipal enterprise responses to requests

The authorised representative of the customer, Inna Hurbia, stated that the tax reports of the procurement winner were not verified because the tender documentation did not include such a requirement. Hurbia herself developed and approved the documentation on 6 April 2026. She was appointed to this position by KP "Dniprovodokanal" order No. 628 dated 22 July 2025, which concerns procurement for the maintenance, repair, upkeep, security, and operation of fountains and drinking fountains.

Unexplained payment for 2,208 hours

The main question remained open: what exactly is the private firm being paid for under the "operation/upkeep in the spring-autumn period" item, which covers 2,208 hours per fountain. In response to inquiries on this matter, KP "Dniprovodokanal" replied briefly:

«2208 годин – час роботи фонтанів та обладнання в 2026 році» (2,208 hours – the operating time of the fountains and equipment in 2026).

This means that the figure refers not to the working hours of the contractor's employees, but to the duration of the municipal equipment's functioning. However, the enterprise did not explain what specific actions by TOV "TradePro Limited" are being paid for in each such hour, considering that the fountains and equipment are the property of the Dnipro community, not a private company.

Missing key documents and criteria

The KP did not provide a copy of the document approving the fountain operating schedule for 2026. The response merely stated that the Department of Urban Development and Infrastructure of the Dnipro City Council had approved the launch date and schedule. After paying the invoice for document copying, the enterprise sent an additional eight pages: the contractor's orders appointing employees, a certificate on employees, a certificate on the non-use of certain technologies, and a certificate on the availability of equipment and material-technical base.

However, these documents did not dispel doubts. The certificate on the material-technical base does not contain a specific list of equipment, machinery, or tools. Documents proving experience in performing similar contracts were also not provided. The KP explicitly stated that a separate financial capacity criterion was not established for this tender because the customer "did not consider it necessary" to set one.

Thus, "Dniprovodokanal" did not provide any of its own documents explaining the logic of the procurement and the payment for 2,208 hours of fountain equipment operation. Apart from cover letters and an invoice, the KP effectively forwarded only the contractor's own documents — those of TOV "TradePro Limited".
