The State Property Fund has completed the disposal procedure for the controlling shareholding in JSC "Kirovohrad Mining Administration", located in Katerynivka village. The lot, which included 52.7596% of the securities, was sold for UAH 21 million. The starting price for the auction was UAH 18.04 million, but the winner, LLC "Bumline", offered a higher bid.
The enterprise entered state ownership following a decision by the High Anti-Corruption Court in November 2025, which confiscated the share package for the state's benefit. Until then, control over the mining administration was exercised by Russian businessman Serhiy Kabargin. His activities were linked to the "Titan-2" holding, which participated in the construction of facilities for the Russian state concern "Rosatom".
An analysis of the auction winner's ownership structure reveals interesting connections. Until June 2026, half of LLC "Bumline" was owned by the company "Prombudresurs KR". This structure was linked to the couple Oleksandr and Nataliia Pasichnyk.
Nataliia Pasichnyk was previously a co-founder of LLC "Atlasinfra" together with Valentyna Kisel. The latter is the wife of Yurii Kisel, a member of parliament from the "Servant of the People" faction. It is worth noting that the MP himself is implicated in a case regarding possible handouts of "envelopes" to other parliamentarians. Meanwhile, the corporate entanglements mentioned above concern former co-owners of the winning company.
Currently, the owner and director of LLC "Bumline" is Valerii Kovalchuk.
The company's financial reporting draws attention. As of the end of 2025, LLC "Bumline" recorded a loss of UAH 9,200, and the company's equity had a negative value. At the end of the reporting period, only UAH 11,900 in cash remained in the enterprise's accounts.
Despite this financial state, in October 2026, the company made a guarantee payment of UAH 3.61 million to participate in the auction. It is currently unknown where the funds for the acquisition of the asset came from.
The new owner of the mining administration is obliged to comply with a number of conditions. In particular, the lot must be paid for, the enterprise's main type of activity must be preserved, and employees must not be dismissed within six months after the deal. The buyer is also required to settle the mining administration's overdue debt, which amounted to UAH 11.1 million and USD 105,000 as of 30 June.
