By a decision of the NBU Committee on Supervision, Banking Regulation and Oversight of Payment Infrastructure dated 30 December 2024, the bank was ordered to relieve her of her duties within two months.
The key grounds cited for this decision include the following:
Gross violations in the AML/CFT sphere: The NBU identified significant deficiencies in preventing and countering the laundering of criminal proceeds, terrorist financing, and the proliferation of weapons of mass destruction.
Deficiencies in the risk management system: Numerous large-scale transactions were recorded that raised suspicions of the bank being used for money laundering.
Provision of inaccurate information to the regulator: KOMINBANK repeatedly ignored NBU requests or provided false data.
Opaque transactions using the "Safe Deal" service: The bank failed to provide evidence of the correctness of transactions between individuals, despite the fact that this service is its own development.
Breach of cash withdrawal limits: In March 2022, Tatiana Putinseva received cash in the amount of 204,000 hryvnia, which exceeded the established limit of 100,000 hryvnia. Her sister also received funds beyond the permitted limits.
Failure to identify related parties: The bank did not include six legal entities in the list of related parties, of which her husband, Alexander Putinseva, is the owner.
Ignoring reputational risks: Putinseva appointed B.V. Fedorushchenko as Director of Corporate Business, despite information about his criminal record being available in open sources.
The bank has been fined multiple times for the identified violations. The NBU decision highlights systemic problems in KOMINBANK's operations and the lack of proper control by its management.
