Corruption scheme at Kyivpasrans: how officials profited from tyres

Pavlo Kyrylyuk, former production director of the Kyivpasrans municipal enterprise, and the head of the material and technical supply department are suspected of embezzling over 8.2 million hryvnia through fraud in the procurement of tyres for city transport.

The mechanism of the scheme

In November 2022, officials initiated the procurement of tyres despite the absence of any real need. Inflated prices were deliberately included in the tender documentation via the Prozorro system, which excluded the participation of other companies. After the tender was cancelled due to a lack of participants, a contract was concluded directly with pre-determined suppliers.

Episode 1: "Bachata" — losses of 3.25 million hryvnia

In December 2022, Kyivpasrans signed a contract with the limited liability company "Bachata" for 12.5 million hryvnia. The actual cost of the tyres turned out to be significantly lower, allowing the misappropriation of budget funds.

Episode 2: "TD Nortek" — losses of 5 million hryvnia

Under a similar scheme, a contract was concluded with the limited liability company "TD Nortek" for 10.6 million hryvnia at the end of 2022. Payments under the contract were made from December 2022 to July 2023.

Suspicion has been formally communicated to Pavlo Kyrylyuk under Part 5 of Article 191 of the Criminal Code of Ukraine — misappropriation or embezzlement of property on an especially large scale.
