Ihor Slontskyi obtained disability status and purchased luxury real estate

The name of Ihor Slontskyi, head of the municipal enterprise "Kyiv City Emergency Medical Aid and Disaster Medicine Centre", has become the centre of a scandal. 

The official was served with a suspicion of fraudulently obtaining third-group disability status. According to the investigation, he intended to use this to avoid mobilisation and receive state aid amounting to 100,000 hryvnia. However, while the country is waging a full-scale war, Slontskyi himself continues to demonstrate growing wealth.

Car fleet during the war

In February, while still serving as the director of the No. 3 Children's Clinical Hospital in Kyiv's Solomianskyi district, Slontskyi filed a declaration listing two new cars acquired in 2023 and 2024:

• Toyota RAV4 (2019 model) — registered in the name of his wife, Dina, on 30 June 2023, valued at 372,000 hryvnia.

• Toyota Camry (2021 model) — purchased by Slontskyi himself on 23 October 2024, with a declared expenditure of 567,000 hryvnia.

Real estate: an impressive list without price tags

The official's family is registered in Kyiv, but they actually reside in the village of Khodosivka in Kyiv Oblast. Slontskyi's declaration lists an extensive inventory of real estate, with the total area of land plots alone amounting to 55,500 square metres. Notably, the market value is not specified for most of the properties, raising suspicions of undervaluing their true price.

Here is just a portion of the declared real estate:

• Three plots in the urban-type settlement of Chemerovets (15,000 sq m, 1,500 sq m, 20,000 sq m) — registered in Slontskyi's name, including one acquired in July 2023.

• An apartment in Kyiv measuring 66.6 sq m — received on 4 July 2023, value not specified.

• Two more apartments in Kyiv: 27.84 sq m and 38.8 sq m — the latter purchased for 1.35 million hryvnia.

• A residential house in Khodosivka measuring 205.6 sq m — officially owned by a certain Nataliia Horiacha, but used free of charge by the Slontskyi family.

• Land plots registered in his wife's name: in Pochapintsy (9,000 sq m) and Kochubieve (10,000 sq m), registered in April 2021.

Income and investments: official figures and dark spots

According to the 2024 declaration, Slontskyi received:

• Salary from the clinic — 221,500 hryvnia

• Salary from the Rehabilitation Centre — 201,000 hryvnia

• Part-time income — 12,000 hryvnia

• Pension — 76,000 hryvnia

• Rent and payments from Agroholding 2012 LLC — 60,500 hryvnia

• Charity and gifts — 6,024 hryvnia

• Aid from the Ministry of Economy — 1,178 hryvnia

The official's wife received:

• Social payments for internally displaced persons — 10,300 hryvnia

• Rental income — 20,500 hryvnia

• Payments and gifts from Agroholding 2012 — 7,816 hryvnia

• Aid from the Ministry of Economy — 3,000 hryvnia

Cash savings and suspicious investments

Particular attention in the declaration was drawn to cash holdings — Slontskyi declared 20,000 US dollars in cash. Furthermore, he invested 1.22 million hryvnia in Royal Finance LLC — a company registered at a mass address that features in criminal cases involving law enforcement agencies.
