Customs officers found discrepancies between declaration and parcel contents

On 24 April 2026, an international postal shipment from South Korea arrived at Workshop No. 2 of Ukrposhta JSC in Kyiv. During customs control, specialists from the Kyiv Customs Office encountered contradictions between the data specified in the documents and the actual contents of the box.

In the CN23 customs declaration, the sender indicated that the parcel contained 35 units of goods under the general name “cosmetics” with a total value of 120 US dollars. However, during the inspection, customs officers found 65 units of high-price-category care products. Among them were:

  • anti-ageing, rejuvenating and retinol serums from the REJURAN brand;
  • restorative, sun protection and barrier creams from manufacturers REJURAN and Dr.Jart+;
  • cleansing foams and specialised gels for the eye area.

The officially declared portion — 35 units — was released by customs officers. The remaining 30 units, which were not listed in the declaration and valued at 60,062.40 hryvnias, were temporarily seized.

Court decision on customs rule violation

On 25 September 2026, Judge O.M. Maistrenko of the Solomianskyi District Court of Kyiv reviewed the materials of case No. 760/27070/26. The basis for liability was the violation of Part 1 of Article 473 of the Customs Code of Ukraine, which provides for liability for sending goods in international postal shipments where the quantity or name does not match the data in the declaration.

The court found the sender guilty of committing an administrative offence. She was fined 30% of the value of the concealed goods, amounting to 18,018.72 hryvnias. Confiscation of property was not applied.

Additionally, a court fee of 665.60 hryvnias was levied from the offender in favour of the state.
