Change of contractor and project financing

A new stage in the restoration of one of the most severely damaged residential buildings due to hostilities has begun in Irpin. This concerns apartment building No. 24/1 on Hostomel Highway, part of the "Irpin Lypky" residential complex. The Department of Regional Development of the Kyiv Regional State Administration (DRR KODA) signed a contract with Real Kapital Bud LLC for major repairs. The contract value is 330.69 million hryvnia.

Under the terms of the agreement, the contractor is obliged to complete the works by the end of 2027. The scope of work includes dismantling structures, repairing roofs and facades, replacing utility networks (water supply, gas supply, sewage, heating, ventilation, smoke extraction), interior finishing, updating elevator equipment, and landscaping the area around the building.

The contract identifies the state budget as the source of financing. Meanwhile, a supplementary agreement dated 28 August 2026 records that the repairs will be co-financed by the European Union under the Ukraine Facility programme. The specific co-financing shares from the EU and the state budget are not specified in this document.

Profile of the new contractor

Real Kapital Bud LLC was the sole participant in the open tender. To confirm its qualification, the company provided information on three contracts signed with private clients in 2021–2023. Two of these contracts concerned interior works at the premises of Prydniprovsky Oil Extraction Plant LLC in Kropyvnytskyi, while the third concerned interior works in warehouse and production buildings near Kyiv (Eridon Tech LLC).

Data from the Clarity Project indicates that in the field of public procurement, the company had previously received only one order: from the state enterprise SETAM for the rental of a loader worth 95,000 hryvnia.

According to YouControl data, Real Kapital Bud LLC was registered in Kyiv in 2018. In August 2026, the place of registration was changed to Irpin (Buchanskyi district). The main type of activity is other building completion works. The sole owner and manager of the company is Vitaliy Pshenishniuk.

History of destruction and initial restoration attempts

Building No. 24/1 is an 11-storey residential complex with 206 apartments, with a total area of almost 15,000 square metres. Before the full-scale invasion, approximately 560 residents lived there. The building is located in an area of Irpin where active fighting took place, resulting in extensive damage. On 16 March 2022, the attic floors caught fire due to impacts; due to intense shelling, rescuers were unable to contain the fire in a timely manner. Local residents also reported subsequent shelling with various types of weapons.

After the liberation of the city, the "Irpin Lypky" area became a frequent destination for official delegations familiarising themselves with the consequences of the war. The destroyed complex was also used as a location for the music video by the band Kalush Orchestra for the song "Stefania", with which the group won the Eurovision 2022 contest.

Problems with the previous contractor

Reconstruction began three years ago. In August 2023, DRR KODA ordered works from Navitechservice LLC for a sum exceeding 605 million hryvnia. The initial deadline for completion was the end of 2024, later extended to the end of 2025.

In April 2024, then-Mayor of Irpin Oleksandr Markushyn, together with the acting director of DRR KODA, Oleh Kravchenko, the contractor, and the head of the Homeowners' Association (OSBB), inspected the site. The readiness of the sections ranged from 20% to 60%. In July 2024, Oleksandr Markushyn reported that windows had been installed in 70% of the units, attic floors in two blocks had been restored to 80%, and roof frames had been assembled in three other blocks.

From spring 2025, OSBB head Olena Kholodovska publicly criticised the pace and quality of the works. In May 2025, she noted that in the first, second, and fourth sections, approximately 90% of the premises remained unrepaired, and the roof had been installed only over the fourth, fifth, and sixth sections. In July of the same year, she demonstrated incorrect boiler connections, where pipes were laid externally, secured with wire.

In May 2026, Olena Kholodovska published an open appeal to the authorities, accusing DRR KODA of "systemic managerial negligence". Among the problems, she cited the untimely signing of acceptance certificates, slow approval of project adjustments, and insufficient control. In response, the regional administration placed the blame on the contractor, accusing Navitechservice LLC of systematic failure to fulfil its obligations. The contract was terminated, and a new procurement, announced in May 2026, was cancelled due to the rejection of all proposals.

Financial aspects of the terminated agreements

In addition to the main contract, DRR signed three supplementary agreements with Navitechservice LLC for the performance of works: in December 2023, and in May and December 2024. The total value of these contracts exceeded 165 million hryvnia. On 4 May 2026, all four agreements were terminated due to "systematic and gross violation by the contractor of its contractual obligations".

In total, 190.75 million hryvnia was paid to the previous contractor: 136.28 million under the first contract, 16.42 million under the second, 17.49 million under the third, and 20.56 million under the fourth.

Context regarding the previous contractor

Navitechservice LLC is a Kharkiv-based construction company. The founders are Vladyslav Dyrin (manager), Pavlo Shyshman, and Maryna Tkachenko. In 2016–2020, the owner of the company was Oleg Gurevich, who was elected a deputy of the Kharkiv Regional Council in 2020 from the "Kernes Bloc – Successful Kharkiv" party. Three years later, his mandate was terminated early without stating reasons. Oleg Gurevich is the son of Oleg Volodymyrovych Gurevich, former advisor to the former head of the Kharkiv Regional State Administration and to former Mayor of Kharkiv Mykhailo Dobkin. Oleg Gurevich was also married to Mykhailo Dobkin's daughter, Alla, from 2017 to 2021.

According to Bihus.Info, Maryna Tkachenko's mother manages an agricultural enterprise, co-owned by the father-in-law of former Kyiv City Council deputy Denys Komarnytskyi.
